Description

 

The Texas General Land Office is seeking a Compliance Analyst III (On-Site Representative TSVHs) within the Veterans Land Board Department of the agency.

Performs highly complex (senior level) compliance analysis work for the Veterans Land Board (VLB) at the Texas State Veterans Homes (TSVHs). Develops strong working relationships with contract operator and facility representative. Provides contract review, technical advice, and policy interpretation. Reviews contract and documentation for accuracy and compliance with state and federal laws and regulations. Performs detailed on-site review of the facility and documentation. Documents areas of non-compliance and reports high risk and repeat areas of non-compliance. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

What Your Contributions to the GLO Will be:

·       Serves as the Veterans Land Board (VLB) On-Site Representative (OSR) at the Texas State Veterans Homes (TSVHs). Serves as liaison between the operator and the Department of Veterans Affairs (VA). Works in concert with the Facility Administrator to ensure the contract deliverables are met and the facility is effective, efficient and providing appropriate care for the residents. Builds strong, professional working relationships with the operator’s designated Facility Administrator. Cultivates and maintains open channels of communication, effectively conveying expectations to the contract operator’s designated Administrator in a respectful, positive, and clear manner. Provides technical advice to contractor/operator and facility administrator as situationally indicated. Consults with contract operator and/or Facility Administrator interpreting policies, procedures, rules and guidelines as they apply to the program and TSVHs. Collaborates in a productive way with the operator to improve efficiencies and resolve technical and operational issues.

·       Attends and participates in operator meetings. Stays informed of all complaints, participates in exit and entrance conferences and similar meetings with surveyors and inspectors, and reviews results of inspections and surveys. Reports actual or suspected data breeches and disclosures of Personally Identifiable Information (PII) to the TSVHs manager. Maintains working knowledge and provides on-sight verification of the contract operator’s progress on Plans of Correction. Documents areas of non-compliance, and monitors Administrator’s progress in executing requested corrective actions. Reports high risk and repeat areas of non-compliance to the VLB Program Administrator. Assesses documentation and maintains records of compliance activities, such as complaints received or investigation outcomes. Maintains situational awareness of and communicates financial related issues including expense control, procurement requests, logistical requirements, and related activities in support of TSVHs operations.

·       Monitors and ensures TSVHs operational compliance and provides on-sight management of the contract between the VLB and the contract operator. Performs detailed and comprehensive on-site reviews of facility premises, departments, patient census reports, relevant facility and patient records to ensure the facility is appropriately maintained and administered. Prepares operational, administrative and required documentation for state and federal agencies based on information gathered from on-site and desk review of documentation.

Verifies and reviews Procurement Card (ProCard) purchases, operator invoices, and Veterans Affairs reimbursement documents. Monitors and processes Operator Action Requests (OAR) and Operator Reimbursement Requests (ORR). Monitors Capital Expenses (CAPEX) and ensures that only authorized OARs and ORRs are approved. Provides functional oversight and prepares reports of the various types of inventories furniture, information technology equipment and other VLB assets at the assigned facility as directed. Manages the Resident Fund and completes purchase requests as approved by the Resident Counsel.

 

 

Qualifications

 

Minimum Qualifications:

·       A four-year degree from an accredited college

·       Three (3) years of experience in long term care, regulatory, or nursing.

·       Experience and education may be substituted for one another.

Preferred Qualifications:  

·       Experience in administration of an elder care program at a VA medical center, State Veterans Home, Long Term Care program, or a nursing home environment.

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
