What this job involves

  • Plan, coordinate and execute matters related to facilities management
  • Oversee the performance of Cleaning Team, Security Team, Landscaping Team
  • Supervise and liaise with external vendors in respect of regular communications and ad-hoc work, and respond to issues that arise
  • Prepare and review contracts and tender documents including negotiations etc
  • Intervenes, analyses, manages and resolves business conflicts between the company and the vendors / suppliers
  • Monitor the progress/quality of works performed by both contractors and in-house staff.
  • Implementing procedures of safety system and performance measurement like scorecard to ensure quality and reliability of services meeting client’s requirements
  • Ability to lead team effectively, train them well and promote open, constructive and collaborative relationships at all levels
  • Excellent planning & organizational skills to prioritize work and meet tight timelines
  • Demonstrated experience with continuous improvement initiatives, client reporting and preparation of reports

Site Responsibilities:

Cleaning Operations Management

  • Oversee comprehensive cleaning schedules and protocols
  • Ensure all areas of the building are maintained to the highest standards of cleanliness
  • Conduct regular inspections to maintain quality control
  • Address any cleanliness issues promptly and efficiently

E&M (Electrical & Mechanical) Systems Management

  • Oversee the maintenance and operation of all electrical and mechanical systems
  • Develop and implement preventive maintenance programs
  • Ensure compliance with relevant codes and regulations
  • Manage energy efficiency initiatives and sustainability practices

Facilities Management Office

  • Supervise the facilities management team
  • Coordinate daily operations and address tenant requests
  • Implement and maintain facilities management software systems
  • Develop and enforce standard operating procedures
  • Review “Permit to Work” to ensure all works in the premise has been evaluated

Security Management

  • Oversee security personnel and systems, e.g. CCTV, access control system
  • Develop and implement security protocols and emergency response plans
  • Liaise with local law enforcement when necessary

Landscape Management

  • Oversee Landscape Maintenance

  • Ensure proper care of indoor and outdoor plants
  • Manage seasonal decorations and special event setups
  • Manage the day-to-day operations of the building's clubhouse
  • Oversee amenities and ensure they are well-maintained and operational
  • Coordinate events and activities in the clubhouse
  • Ensure compliance with health and safety regulations, e.g. FEHD
  • Ensure efficient sorting and distribution of mail and packages
  • Implement secure handling procedures for sensitive materials
  • Vendor and Contract Management
  • Manage seasonal decorations and special event setups
  • Manage the day-to-day operations of the building's clubhouse
  • Oversee amenities and ensure they are well-maintained and operational
  • Coordinate events and activities in the clubhouse
  • Ensure compliance with health and safety regulations, e.g. FEHD

  • Implement secure handling procedures for sensitive materials
  • Vendor and Contract Management

Clubhouse Operations

Central Mailing Services

  • Select, negotiate with, and manage contracts for service providers and contractors
  • Ensure all contracted services meet quality standards and budget constraints

Financial Management

  • Prepare and manage the annual operating budget for all facility services
  • Monitor and control expenses, identifying cost-saving opportunities
  • Process invoices and maintain accurate financial records

Tenant Relations

  • Act as the primary point of contact for tenant concerns and requests
  • Conduct regular property inspections and address issues promptly
  • Coordinate move-ins, move-outs, and tenant improvements
  • Serve as a liaison between the two landlords and tenants
  • Prepare and present regular reports on building performance and operations
  • Facilitate effective communication among all parties
  • Conduct regular meeting to review the staff canteen performance
  • Health and Safety Compliance
  • Act as the primary point of contact for tenant concerns and requests
  • Conduct regular property inspections and address issues promptly
  • Coordinate move-ins, move-outs, and tenant improvements
  • Serve as a liaison between the two landlords and tenants
  • Prepare and present regular reports on building performance and operations

  • Handle customer inquiries, complaints, and feedback
  • Manage parking allocation for tenants and visitors
  • Desired experience and technical skills
  • Stay updated on industry best practices and implement improvements as needed
  • Oversee parking systems and procedures

Carpark Operations Management

  • Property Management Partitioner (PMP) Tier 1 license holder from Property Management Services Authority (PMSA)
  • University degree in facilities management / property management or related disciplines preferred
  • A minimum of 6 years’ proven experience in facilities/pro management
  • Able to respond appropriately to emergencies or urgent issues as they arise, managing and leading change to ensure minimum disruption to core activities and plan for future development in line with strategic business objectives
  • Strong leadership, well-organized, multi-tasking and able to meet tight deadlines
  • Excellent planning & organizational skills to prioritize work and meet tight timelines
  • Demonstrated experience with continuous improvement initiatives, client reporting and preparation of reports
  • Excellent communication and interpersonal skills with an ability to build rapport with team members and stakeholders
