Location Requirements

DCY’s core hours of operation are Mon-Fri from 8:00am to 5:00pm, however, daily start/end times may vary based on operational need across DCY divisions.  Employees may begin as early as 7:00am & as late as 9:00am, based on supervisory approval. This position performs work on-site daily at DCY’s office space. 

Job Description

DCY is seeking a motivated Software Developer to design, build, test, and support business applications while ensuring compliance with agency standards and security policies.

Key Responsibilities:

  • Develop and modify program modules using technologies such as C# .NET, VB .NET, JavaScript, HTML, SQL, Oracle, Azure, and DevOps tools.
  • Write and execute unit/system test cases; debug and revise programs to ensure desired results.
  • Assist in gathering requirements, documenting business process flows, and developing software solutions to business problems.
  • Provide post‑production support, including maintenance, enhancements, and troubleshooting.
  • Create and maintain technical documentation, user guides, and training materials.
  • Collaborate with peers and stakeholders to exchange technical information and lead focused discussions.
  • Support user acceptance testing, source control, and deployment activities.
  • Promote system security by adhering to agency and state IT policies.
  • Continuously learn new skills through training, seminars, and self‑directed study.

Qualifications:

  • Experience with software development tools, debugging, and version control.
  • Knowledge of databases, web development, and business intelligence tools (e.g., SSRS).
  • Strong problem‑solving, communication, and collaboration skills.
  • Ability to work independently and as part of a team.

Pay Information:

Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost of living increases awarded annually. Additional longevity supplements begin after 5 years. The current wage progression for this position is in the table below.

Qualifications

36 mos. combined work experience in any combination of the following: developing and/or modifying programs for computer applications, performing testing and debugging and assisting with analysis and design including 12 mos. work experience in the primary technology as specified by the agency position description & job posting. 

-Or completion of associate core program in computer science or information systems; 18 mos. combined work experience in any combination of the following: developing and/or modifying programs for computer applications, performing testing and debugging and assisting with analysis and design including 12 mos. work experience in the primary technology as specified by the agency position description & job posting. 

-Or completion of undergraduate core program in computer science or information systems; 12 mos. combined work experience in any combination of the following: developing and/or modifying programs for computer applications, performing testing and debugging and assisting with analysis and design including 12 mos. work experience in the primary technology specified by the agency in the position description & job posting. 

-Or equivalent of minimum class qualifications for employment noted above. Note: The official position description on file with the designated agency is to reflect the required, primary technology directly relating to the duties of the position. Selection devices such as a structured interview, proficiency instrument, and/or assessment may be required for this position. Applicants must demonstrate proficiency with a passing score of applicable selection device to be considered for this position. Regardless of a passing or failing score, all results will be maintained for 6 months. Applicant with a passing score will be retained and utilized for a 6-month period. Applicant with a failing score in the same position may not re-take the same selection device for a 6-month period.

Travel required, as needed. Must provide own transportation or in order to operate a state vehicle, you must have a valid driver’s license.
