Introduction Paragraph:
The Texas Higher Education Coordinating Board seeks a dynamic individual to manage media relations, write press releases, and develop internal and external communications for the agency. The Coordinating Board is a partner, resource, and advocate to higher education institutions across the state, and the person hired for this position will help promote and amplify the great news and resources at the agency. Qualified individuals with experience in journalism, public relations or related fields are encouraged to apply.
General Description:
This position manages media relations, facilitates internal communications, and generates cross-platform content for the Texas Higher Education Coordinating Board (THECB). Work involves developing messaging for multiple audiences and creating written and multimedia content for the marketing team and divisions across the agency. Work is performed under limited supervision with latitude for the use of initiative and independent judgement. This position reports to the Director of Marketing and Communications. This position is authorized for a hybrid telework schedule. Employees are required to work in the office three (3) days per week, with the remaining two days eligible for telework. Specific in-office days may be determined by the department to meet the business needs.
General Duties And Responsibilities:
- Maintains regular communication with divisions across the agency to inform content generation for external and internal communications, media relations, and agency content marketing.
- Shapes media narratives and pitches stories to media contacts. Liaises with media contacts on requests and facilitates interviews with agency experts. Prepares staff for media interviews. Develops executive talking points.
- Monitors news and media and updates agency staff on media mentions and relevant news.
- Acts as spokesperson for the agency when applicable.
- Develops messaging for various audiences to be applied to media narratives, marketing materials, communications campaigns, and content marketing.
- Facilitates internal communications. Develops content for internal communications channels, manages internal editorial calendar, and creates and distributes staff emails. Develops strategy for agency intranet and update and maintain internal website.
- In collaboration with the marketing and communications team, generates creative ideas and strategy for campaigns and communications tactics.
- Creates written, video and other multimedia content for usage on blogs, internal and external emails and websites, social media channels, and marketing materials.
- Maintains voice and tone consistent with agency and programmatic brands. Serves as voice of the agency and sub-brands.
- Maintains CRM database for agency staff.
- Performs other duties as assigned.
Knowledge, Skills, And Abilities:
- Knowledge of Texas and national media landscape, including education trades.
- Knowledge of state and national higher education trends and issues.
- Knowledge of social media platforms and email and content marketing.
- Skill in using personal computers, databases, and general office software, including Microsoft word, Outlook, PowerPoint, Excel.
- Skill in reviewing materials for accuracy and efficiently identifying, researching, and correcting errors.
- Ability to take in, understand, and contextualize new information quickly.
- Ability to identify and craft stories that will gain media attention while meeting agency business objectives.
- Ability to think and plan strategically.
- Ability to plan, organize, effectively manage, and complete multiple priorities and projects concurrently.
- Ability to take initiative; work independently; and make decisions using sound judgment, analytical thinking, and sound reasoning.
- Ability to collaborate with diverse individuals and groups.

Qualifications
Required Minimum Education And Experience:
- Bachelor’s degree from an accredited college or university.
- 2+ years of experience in journalism, or a communications role at an agency, political campaign, government, or consultancy.
- Minimum of 2 years of experience in media relations, interfacing with media.
- Excellent written and verbal communication skills.
- Experience in message development, and communications planning.
Preferred:
- Experience producing multimedia content, including video.
- Experience with Hubspot or similar CRM.
- Experience with Asana or similar project management and editorial calendar software.
