Under general direction, is responsible for the planning, operation, management, and coordination of all real estate activities in the real estate section of assigned department. Exercises direct supervision over assigned staff.

Overview

The Real Property Asset Manager monitors and assists community housing development organizations and other real estate developers receiving assistance for compliance with local and federal regulations.

Essential Functions

1 Provides professional asset management for the City's community housing developments and other real estate developments; monitors the use of properties to ensure they are in compliance with local and federal regulations.

2 Serves as a liaison between staff, attorneys, and housing personnel to prepare contracts and negotiate details; provides professional and technical knowledge to ensure contract documents are completed accurately and transparently.

3 Reviews, evaluates, and approves applications for housing programs within the City; checks applications for appropriate information to ensure project and program eligibility.

4 Drafts, prepare, and reports on program accomplishments; communicates with HUD and maintains all databases and information systems with accurate data.

5 Conducts and participates in various site visits to ensure compliance with income, rent, tenant eligibility and unit mix; conducts annual compliance reviews with borrowers to ensure compliance with the terms of loans; draft liens or letters of noncompliance for violations, and provides documentation to legal department for foreclosure procedures.

6 Understands, interprets, and applies knowledge of the Dallas Homebuyers Assistance Program and the Home Improvements and Preservation Program; communicates ordinances, codes, and impacting regulations to developers and other contractors.

7 Tracks Real Property assets for the City to assist in mitigating risk and facilitating the success of community housing offerings and programs.

8 Performs any and all other work as needed or assigned.

Knowledge And Skills

  • 1 Knowledge of HUD requirements and regulations for community housing
  • 2 Knowledge of lease and other contract documents.
  • 3 Knowledge of applicable codes, regulations, and ordinances.
  • 4 Ability to identify noncompliance and take necessary steps to address.
  • 5 Ability to read contracts, applications, and other legal documents.
  • 6 Ability to provide exceptional customer service.
  • 7 Ability to keep accurate information and use systems and services.
  • 8 Communicating effectively verbally and in writing.

9 Establishing and maintaining effective working relationships.

Minimum Qualifications

Education:

  • Bachelor's degree in business/public administration and urban planning. 

Experience:

  • Two (2) years of experience managing community development activities which must include three (3) or more of the following:
  • Performing eligibility reviews for proposed housing or real estate development projects and beneficiaries.
  • Monitoring nonprofit housing development organizations and real estate developers that received assistance.
  • Developing performance reports using Integrated Disbursement and Information System (IDIS) or Disaster Recovery Grant Reporting system (DRGR)
  • Reviewing approved contracts for refinancing or subordination requests to determine compliance with program rules.
  • Managing Audit Resolution responding to Federal monitoring/audit requests and findings
  • Reviewing financial draw requests to determine compliance with contract terms. 

Equivalencies:

  • High school diploma or GED plus six (6) years of the required experience will meet the education and experience requirements.
  • Associate degree in any field plus four (4) years of the required experience will meet the education and experience requirements.
  • Bachelor's degree (or higher) in a non-specified field plus four (4) years of the required experience will meet the education and experience requirements.
  • Master's degree (or higher) in a specified field will meet the education and experience requirements.  

License:

  • Valid driver's license with good driving record. 

Preferences:

  • Experience managing Community Development Block Grants (CDBG) or HOME program activities
  • Experience preparing CAPER reports
  • Experience preparing Consolidated Plans

Salary Range

$58,800.09 - $70,582.62

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
