The Texas General Land Office is seeking a Data Analyst V (Data Governance Lead) within the Information Technology Services Department of the agency.

The Data Governance Lead performs highly complex (senior-level) data analysis and data research work involving conducting extensive data research and analyzing and reporting the results.  Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Employees at this level may: Guide the selection of data management tools and the development of standards, usage guidelines, and procedures for those tools. Define, develop, and implement data and reporting standards. Develop data quality measures, analyze data quality results, and implement necessary changes to ensure data quality improvement. Develop software applications or programming to use for statistical modeling, data analysis, and graphic analysis.

The Data Governance Lead plays a key role in supporting the implementation and ongoing management of the agency’s data governance framework. This role contributes to the development of the Data Governance Framework, Strategy, and OKRs, and supports the execution of the roadmap. The Lead ensures that data policies, standards, and practices are effectively communicated, adopted, trained on, and maintained across business units.  The Lead works closely with data owners, data stewards, business teams, and other stakeholders—coordinating recurring meetings and driving follow-up actions. Additionally, this role oversees workloads across various tracks within the Data Management Services division, as defined in Azure DevOps (ADO), and coordinates communication with business teams and key stakeholders. This role reports to the Data Management Officer.

What Your Contributions to the GLO Will be:

  • Drive data governance initiatives, including policy development, data stewardship, and end-user training programs.
  • Maintain documentation of data governance policies, processes, standards, and data definitions.
  • Assist in the implementation and adoption of data governance tools and platforms.
  • Support audits and regulatory reporting by ensuring proper data documentation and controls are in place.
  • Collaborate across functions to ensure alignment with governance standards, processes, and procedures.
  • Manage communication for data governance and other data initiatives across the agency.
  • Coordinate annual data classification, data security assessments, and open data programs.
  • Facilitate data governance meetings, working groups, and training sessions.
  • Develop and deliver end-user training programs on data governance policies and tools.
  • Nurture data socialization and cross-training to expand the value of data usage across the agency including division websites, newsletters etc.,.
  • Track and report on data governance metrics, compliance, and adoption across departments.
  • Oversee the workload and deliverables of various tracks within the Data Management Services division using Azure DevOps (ADO).
  • Ensure timely follow-up and execution of governance-related tasks and initiatives.
  • Monitor progress and support continuous improvement of governance practices.
 

Qualifications

 

Minimum Qualifications:

  • Bachelor’s degree from an accredited four-year college or university with major coursework in computer science, information systems, computer engineering, or a related field. Equivalent professional experience may substitute for the degree requirement at a rate of one year of relevant experience for each year of education.
  • 5 years experience in data governance, data management, security or a related discipline.

Location Requirements:

This position is based in Austin, TX. Candidates must be currently located in the Austin area or willing to relocate at their own expense. Relocation assistance is not provided.

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.

Preferred Qualifications:

  • Experience with cloud data governance frameworks (e.g., AWS, Azure, GCP).
  • Familiarity with data governance tools such as Collibra, Alation.
  • Knowledge of metadata management, data lineage, and data cataloging practices.
  • Understanding of AI/ML applications in data governance, including automated compliance monitoring, classification tools.
  • Training or certification in data privacy regulations (e.g., GDPR, HIPAA, CCPA).
  • Proven ability to lead cross-functional teams and influence stakeholders at all levels.
  • Experience in change management and content management, especially in the context of data governance adoption.
  • Strong project management skills with the ability to oversee governance initiatives from strategy to execution.
  • Experience driving data literacy and governance training programs across an organization.
  • Prior experience in public sector or state government environments.
