General Description
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
Performs advanced and/or supervisory (senior-level) computer systems analysis work in support of the Texas Department of Motor Vehicles (TxDMV) Enterprise Services Section. This position consists of four roles: Build and Deployment Coordinator, Environment Setup Coordinator, Release Coordinator, and ALM (Application Lifecycle Management) Tools Coordinator. Analyzes internal application build requirements, procedures, and problems for application system automation. Reviews existing application system capabilities, workflow, and scheduling and makes improvements based upon analysis of business or user requirements, procedures, business processes, or business/technical problems. Writes standard operating procedures. Assigns and/or coordinates tasks for quality assurance, application, infrastructure individuals/teams daily. Work may require contact with governmental agencies. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment.
Essential Duties
Manage release, deployment and environment provisioning activities and in a continuous integration & delivery pipeline environment.
Create build and deployment plans. Creates builds for all environments. Coordinates and directs developers for build and release duties. Reports schedule and status to management.
Build and maintain a comprehensive plan to manage multiple threads of releases and deployment activities. Advanced verbal and written communication skills required daily to effectively work with variety of teams.
Troubleshoots and resolves complex software integration issues.
Develop tools and processes to improve and automate workflow.
Enhance and maintain automation tools. Use shell scripting ANT, MAVN, Perl, Python, JAVA and others to accomplish goals. Automates build processes where possible.
Administrator duties with coordinating activities in JIRA, Confluence, Fisheye, Bamboo, and Jama.
Deploy WARs/EARs (backend) through Tomcat Application Server console.
Experience writing Shell scripts to automate the deployments.
Function as team lead for TxDMV deployments and releases. Delegate and plan work assignments, monitor workflow and status of assignments. Review work and monitors task list.
Back up Deployment Coordinator for emergency and/or planned deployments to all environments.
Write standard operating procedures for builds for each application(s) and environment(s).
Provide technical and analytical support for applications; performs investigative research into problems and other questions regarding applications software during and outside of normal business hours.
Ensure appropriate CI/CD (Continuous Integration/Continuous Delivery) pipelines are built and executed with automation and utilization of appropriate DevOps tool – both Cloud and on-premise infrastructure.
Comply with all defined policies and procedures for software development, testing, implementation, and support; provides feedback and input for improving defined policies and procedures.
Identify and analyzes the technology requirements to support new and existing business processes for internal and/or external customer needs.
Monitor and analyze applications software and associated hardware to assess performance, identifying needs and/or opportunities for improvement in a cost-effective manner.
Analyze and assess business areas for the specific purpose of introducing or enhancing the area via the use of information technology.
Perform other job-related duties as assigned.
Knowledge, Skills, And Abilities
Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDMV, State and Federal regulations, legislation, guidelines, policies and procedures.
Knowledge of software development lifecycle (SDLC), ITIL/ITSM principles, and Application Lifecycle Management (ALM) tools and processes.
Knowledge of Continuous Integration/Continuous Delivery (CI/CD) pipelines, version control systems, and automated build and deployment principles.
Skill in using Atlassian tools (JIRA, Confluence, Bamboo, Fisheye, Jama) for managing software development and release processes.
Skill in scripting languages such as Shell, ANT, Maven, Perl, or Python to automate workflows and processes.
Skill in administering Linux operating systems and deploying applications on Tomcat or similar application servers.
Skill in troubleshooting complex software integration, build, and deployment issues.
Skill in team leadership, including assigning and coordinating tasks, monitoring workflow, and reviewing work.
Skill in analyzing complex problems, evaluating data, and defining and implementing effective solutions.
Skill in communicating effectively, both verbally and in writing, and creating technical documentation such as Standard Operating Procedures (SOPs).
Ability to manage and coordinate multiple release schedules and deployment activities simultaneously.
Ability to work effectively with diverse teams, including developers, quality assurance, and infrastructure personnel.
Ability to work under minimal supervision with considerable latitude for the use of initiative and independent judgment.
Ability to analyze business requirements and identify opportunities for process improvement and automation.

Qualifications
Minimum Requirements
Education – Graduation from an accredited four-year college or university with a major in computer science, computer information systems, management information systems, or related.
Experience – Minimum of five (5) years’ experience performing systems analysis or build and deployments on business applications software with Atlassian tools (including JIRA, Jama, Confluence, Bamboo, Fisheye), Version Control (Subversion), Java programming, Linux OS, Build and Deployment Release Management (ITIL, ITSM). Minimum of one (1) year progressively responsible experience in ANT, Maven, and Shell script.

Registration, Certification And/Or Licensure
