Job Summary:
Provides support to the Center through assistance with all aspects of human resources, including employee relations, development, regulatory compliance, compensation initiatives, recruitment, and oversight of training and benefits administration.
Responsibilities:
- Plans, organizes, administers and measures work activities required by the Human Resources Department.
- Develops and implements Staff Training Plan. Maintains records to evaluate effectiveness of staff participation in required training outlined in the PRH and Staff Training Plan.
- Supervises all employment activities, including recruitment, testing, reference checking and related employment matters.
- Supervises the preparation and maintenance of records for new hires, transfers, performance evaluations, separations, salary changes and other personnel practices.
- Maintains the Wage and Salary Administration Program, including labor grades, position assignment and related wage and salary administration matters.
- Administers employee benefits such as life, health, dental, vision, long-term and short-term disability, tuition reimbursement and retirement plan for Center employees.
- Monitors and complies with all DOL guidelines, EEO, Office of Federal Contract Compliance Programs (OFCCP) regulations, Job Corps notices and bulletins, and center policies and procedures.
- In collaboration with center and corporate management, develops and implements labor budget.
- Prepares and submits monthly budget reports, vacancy, and labor/separation reports.
- Analyzes staff compensation reports and makes recommendations for adjustments to the Center Director.
- Assists supervisory personnel to administer HR programs necessary to attract and retain staff.
- Process employee payroll information and HRIS information accurately and in a timely manner.
- Keeps all personnel records in a confidential manner.
- Models, mentors, and monitors appropriate career success skills.
- Monitors the use of overtime and substitute staff in all department areas. Reports any problematic occurrences to the Center Director.
- Complies with all DOL guidelines, Job Corps notices and bulletins, and Center policies and procedures.
- Screens and attempts to solve all staff problems before referring them to the Center Director or other areas.
- Maintains accountability of assigned property, adheres to required property control policies and procedures, ensure staff are properly trained and held accountable for assigned property.
- Adheres to safety practices and performs safety inspections in area of responsibility.
- Performs other duties as assigned within the individual’s scope and capabilities.
Requirements

Experience: One-year previous management and or supervisory experience preferred. Experience in Job Corps and or working with youth preferred. Must be detail oriented and able to multi-task with previous hands-on HR experience.
Education: Bachelor’s degree in human resources management, or related field preferred.
Certificates, Licenses, Registrations: Valid State driver’s license required. Professional in Human Resources Certification (PHR) or SHRM-CP preferred.
