GDIT is seeking a Senior Solution Architect SME to join our Strategic Estimation team. The Strategic Estimation Team includes our expert Estimators and our Estimation Practice, where we use data from analogous programs and industry benchmark tools (like SEER) to support creation of Estimates and Basis of Estimates (BOE) for our highest priority and cutting-edge technical opportunities. You will be responsible for BOE estimation of technical solutions, metrics data analysis, metrics collection, and driving our efforts to continue to use AI (Artificial Intelligence) and automation. You will work closely with our Luna AI team, our AI COE and other technology SME’s, in execution of your metrics mission and as a part of OCTO, Office of the Chief Technology Officer of GDIT. Meaningful Work And Personal Impact:
- Lead Estimation efforts as a BOE Lead. Estimate staffing for large complex IT programs and modernization efforts using various estimation methodologies and backed with industry benchmark metric data. Prepare BOE narratives and Staffing Rationale working closely with technical solution team to ensure narratives are compelling and supported with metrics / success data.
- Drive the technical ESTIMATION by providing input to the technical solution, working with the Lead SA, supporting SA's and Technology SME's. Provide a technical POINT of VIEW related to Estimation and Staffing to deliver the solution, including changes that reduce/increase price and risk to technical solution delivery.
- Work with Capture and Solution teams in Strategy, Pre-proposal, and Proposal phases to identify, benchmark and collect relevant estimating metrics that can be used to create strong technical estimates, including analogous program metrics and AI tools. Collect workload (environment) data and metrics and update our metrics repository. Use internal metrics, and SEER-IT or similar industry benchmark models to provide metric data.
- Facilitate Technical Estimate reviews to make sure all scope and requirements have been adequately estimated and have a sufficient, defendable justification. Develop and deliver training on estimation process, estimating techniques and methods to Capture, Solution Architects, Proposal Managers, Pricing and Program Management as needed
- Partner with programs, solution architects and other business stakeholders to understand data metric needs and work to translate them into AI data-driven and automated processes and tools; support metrics gathering and analysis
- Cleanse, prepare and analyze large datasets and metrics to identify patterns, trends and anomalies. Utilize statistical techniques and data mining algorithms to extract actionable insights. Develop compelling data visualizations and PowerPoint slides to communicate findings to technical and non-technical audiences.
- Provide data-backed recommendations to inform strategic decision-making and optimize business processes. Measure and track the impact of data-driven initiatives with key performance indicators and metrics
- Create automated scripting tools (working with our technology SME’s) and use these automated scripting tools and workflows to increase speed/analysis of metrics collection, analysis and dissemination.
- Create OCM Plan and roadmap, including communications and training, and lead implementation of it to deliver optimal awareness and adoption of estimation and metrics resources
- Develop and deliver training on use of data metrics and other estimation tools; help drive implementation and cross-company adoption of AI metrics use, Lead business process re-engineering efforts to deliver efficiency, remove roadblocks and help drive adoption and use of AI / data tools.
- Use Teams, Kanban, Scrums and other Agile methodology, along with AI tools, to drive progress and find efficiencies; use SharePoint, Power Apps, Power BI or similar tools to deliver.
- Models: Oversee, build and deploy predictive models using machine learning techniques (e.g. regression, classification, clustering), working with our technology experts/engineers. Evaluate model performance, iterate on improvements, and ensure model reliability. Collaborate with engineers to integrate models into production systems and gather metric performance feedback.
- Research industry trends in data metrics analysis and tools, AI and scripting tools and collaborate with others to implement approved recommendations.
What You’Ll Need To Succeed:
- Bachelor's degree in STEM-related field (IT, Data Analytics, Computer Science, Engineering, etc.), Business, or related discipline plus 15+ years of related experience in a government contract environment, including at least 8 years of on-site program delivery.
- In lieu of degree, equivalent combination of work experience, certification, and training may be considered.
- Experience in Program Management, Growth and/or Solutioning of Enterprise IT Technology – large complex Enterprise IT Solutions (AI, data, data centers, cloud, networks, quantum, etc.)
- Technical certifications around technologies such as Cybersecurity, Cloud, etc.
- Experience in Staffing Estimation for large complex, Enterprise IT programs, including Basis of Estimate (BOE), Staffing Rationale and related documents
- Experience in creation of Basis of Estimate (BOE)’s and metrics based estimating methodologies
- Depth of Experience with Data Analysis and Parametric Models
- Depth of experience with Excel, including models and with migrating data into useful formats for analysis, use and reporting
- Experience with SharePoint, Salesforce and with using AI / Scripting tools (Python, R, PowerShell, ChatGPT, etc.)
- Good leadership and mentorship skills; ability to work collaboratively with others at all levels, contribute to a positive team and company culture, creatively problem solve and thrive on tackling technical IT challenges centered around estimation, metrics and growth
- Strong Oral and written communication, critical thinking, and creative problem-solving abilities
- MS Office Suite (Teams, Word, Excel, PowerPoint, Outlook, etc.)
- Ability to write clearly and precisely and with meticulous attention to detail
- Clearance: Ability to obtain and maintain Top Secret (or higher) clearance after hired

- Some travel to Falls Church office (or other locations) will be required

- Additional certifications: ITIL Certifications, a Process-related certification and/or a certification in Project/Program Management (such as PMP) highly preferred.
