The Program Manager will lead and oversee the execution of an Infrastructure Support Services (ISS) contract, ensuring safe, compliant, and efficient delivery of all required services. This role is responsible for planning, integrating, managing, and administering a broad range of site support activities, including surveillance, maintenance, repair, custodial services, grounds maintenance, fleet and property management, records management, safeguards and security, environment, safety, health, and quality (ESH&Q), engineering, training, mail services, waste management, utilities, emergency management, and more.
Key Site Services:
- Project Management & Administration
- Plan, integrate, and manage all programs, projects, operations, and activities as described in the contract.
- Provide general operations oversight and project management functions to enable safe and secure infrastructure activities.
- Ensure compliance with all applicable Federal, State, and local laws, DOE directives, and regulatory agreements.
- Develop and maintain project management plans, risk management plans, and performance measurement systems (Earned Value Management, etc.).
- Submit required deliverables, reports, and plans per contract schedule.
- Contract Transition & Closeout
- Lead incoming and outgoing contract transition activities, ensuring seamless transfer of responsibilities, resources, and accountability.
- Develop and execute transition plans, including public release statements, human resource management, inter-contractor agreements, and readiness declarations.
- Environment, Safety, Health & Quality (ESH&Q)
- Implement and oversee ISM and ESH&Q programs, prioritizing safety and compliance.
- Submit and maintain Worker Safety and Health Program, Quality Assurance Program, Contractor Assurance System, and Employee Concerns Program.
- Engineering & Technical Support
- Provide engineering support for all assigned projects, ensuring compliance with Ohio regulations and DOE standards.
- Oversee updates to installation and as-built drawings, coordinate permits, and ensure regulatory notifications.
- Records & Property Management
- Establish and manage records management and document control programs.
- Oversee real and personal property management, including compliance with DOE and federal regulations.
- Safeguards & Security
- Develop and implement comprehensive security programs, including physical protection, information security, personnel security, and material control.
- Coordinate with DOE and other site contractors to ensure security compliance and readiness.
- Operations & Maintenance
- Oversee surveillance, maintenance, and repair of DOE-owned facilities, roads, grounds, and equipment.
- Manage computerized maintenance management systems (CMMS) and ensure timely response to service requests.
- Support Services
- Manage custodial, grounds, pest control, mail, telecommunications, copier/printer, and waste management services.
- Coordinate training programs for staff and site contractors.
- Stakeholder Engagement
- Support DOE in public affairs, stakeholder relations, regulatory communications, and community outreach.
- Respond to document/information requests (FOIA, Privacy Act, etc.).
Requirements
- Bachelor’s degree in engineering, business administration, project management, orrelated field (advanced degree preferred).
- Shall demonstrate experience in overseeing overall operations; defining strategy; managing budgets; performing a key role in preventing costly errors, revisions, and rework; and ensuring customer satisfaction and contract compliance.
- Minimum 10 years of progressive experience in program/project management within large-scale infrastructure, government, or DOE environments.
- Demonstrated experience managing multi-disciplinary teams and complex contracts.
- Strong knowledge of DOE directives, federal regulations, and compliance standards.
- Experience with Earned Value Management Systems (EVMS), risk management, and performance measurement.
- Excellent leadership, communication, and stakeholder engagement skills.
- Ability to obtain and maintain required security clearances (“Q” or “L” as needed).
- Professional Engineer (PE) license in Ohio is a plus.
