Project Context and Scope  Pacific Climate Change Migration and Human Security Programme (PCCM-HS) Phase II 

The programme contributes to strengthened resilience and adaptive capacity of Pacific Islanders in the context of climate change and disasters, ensuring that migration and relocation remains a choice, and displacement is averted, minimized and addressed. 

The programme will support the following outcomes: 

  • Governments cooperate at the (Pacific) regional and sub-regional level to manage climate mobility (outcome 1). 
  • Pacific Governments develop and implement national policies to address climate mobility (outcome 2).
  • Pacific civil society actors, worker and employer organizations, and communities actively engage in national, regional and global processes to manage climate mobility (outcome 3).

The programme is being delivered through a partnership, with the International Organization for Migration (IOM) as the lead agency, alongside UN Economic and Social Commission for Asia and the Pacific (UNESCAP), International Labour Organization (ILO) and the Office of the High Commissioner for Human Rights (OHCHR), along with the Pacific Islands Forum Secretariat (PIFS) and Platform on Disaster Displacement (PDD).

Drawing on the PCCMHS Program outputs already completed, such as the Bilateral labour migration agreements: Lessons for consideration in the context of climate Change and migration in the Pacific Islands countries, the policy brief will support greater understanding of how to address climate mobility, specifically in the context and reality of cross-border displacement and planned relocation. This will be based on a desk review of existing global good practices, academic and grey literature and policy briefs produced under the PCCMHS Programme and the preceding Pacific climate change and disaster risk reduction programme. 

The aim of this document is to map the different cross boarder movement pathways, provide contextual and gender analysis, and develop a responsive model bilateral agreement based on the needs and human rights of those being forced to move. The policy brief will target policy makers as the key audience, as well as climate mobility practitioners. The policy brief will provide targeted and additional recommendations on how policy frameworks- either at the national or regional level- can enhance governance of mobility to ensure that communities are more resilient in the face of climate change (drawing on the recommendations of the Bilateral Labour Migration Agreements: Lessons for consideration in the context of Climate Change and Migration in Pacific Island Countries

  Organizational Department / Unit to which the Consultant is contributing Under the overall supervision of the International Organization for Migration (IOM) Chief of Mission for the South Pacific based in Suva, Fiji, and the direct supervision of the Programme Officer (Migration and Climate Change) also based in Suva, and through technical guidance of the Platform on Disaster Displacement Regional Advisor based in Suva, Fiji, the consultant will be responsible for developing a policy brief on model bilateral or sub-regional arrangements on enhancing cooperation on climate mobility (with an annexed sample of a model bilateral agreement) in consultation with programme partners and relevant stakeholders. This scope of work will be delivered through the Pacific Climate Change Migration and Human Security Phase II Programme (PCCMHS) and contributes towards the implementation of the commitments laid out in the Pacific Regional Framework on Climate Mobility Tasks to be performed under this contract  Category B Consultants: Tangible and measurable outputs of the work assignment: 

First Deliverable- Workplan: Upon commencement of the consultancy and following discussions and coordination with the PCCMHS programme team, including an IOM and PDD focal point as your key counterpart, develop and agree on a workplan to draft the policy brief. 

The Work Plan Will Include:

a) Detailed list of references for the situation analysis (see below):

  • Relevant literature and available data sources.
  • Available indicators.
  • Detailed list of relevant policies and legislation
  • Overview of key stakeholders
  • Detailed methodology desk review and analysis – clearly articulating how gender and inclusion will be considered and incorporated into the Policy Brief. 

                    b) Timeline for completion of the exercise and relevant deliverables.

             c) Tentative list of stakeholders to be consulted, location and modality to conduct interviews.

  • The workplan should be submitted in a word document, as well as in a presentation format for discussion with relevant stakeholders (including all PCCMHS programme partners). 
  • In coordination with the IOM Focal Point, coordination of a meeting to present the workplan to partners.
  • Following a presentation to relevant stakeholders, the revised workplan should be submitted after 1 day considering inputs provided. 

Estimated Delivery Date: withing 5 days after starting the assignment.

Delivery details: The report will be submitted electronically in word, PowerPoint and PDF format to the designated point of contact at IOM.

Second Deliverable – First draft of the Policy Brief and accompanying annexes

Based on agreed methodology, conduct desk review of relevant background materials, key informant interviews with government officials in the Pacific, key informant interviews with technical experts including from PDD, IOM, and other sources develop the policy brief as required. The draft should be developed in accordance with the IOM House Style Manual. The policy brief should be no more than 5 pages, plus the Annex Model Agreement.  Suggest structural content of the Policy Brief

  1. Overview of the global and regional cross-border movement and legal landscape.  
  • This can be largely drawn from existing PCCMHS programme documents, PDD and IOM Library.  
  1. Patterns and legal implications of Cross Boarder movement in the Pacific
  2. Focus areas to be defined through further discussion with IOM and PDD. 
  3. Drawing on the Bilateral Labour migration Agreements: Lessons for consideration in the context of Climate Change and Migration in the Pacific Island Countries, mapping out the sample bilateral agreements globally and regionally
  4. High-level recommendations for policy, programmes and research 
  5. Annex Proposed Model Bilateral Agreement for Cross-Border movement i.e. displacement and planned relocation

A validation workshop, organized by the IOM country office, aimed at discussing the draft the Climate Mobility Model Bilateral Agreement Policy Brief will be organized to retrieve inputs of Technical Working Group on Human Mobility and PCCMHS partners. The consultant will be required to provide technical assistance to the workshop, advising on the concept note, agenda and participants as well as preparation of presentations on the working draft plan for discussion with relevant stakeholders.

Estimated Delivery Date: 30 days after the 2nd deliverable finalized and accepted. 

Delivery Details: The draft policy brief will be submitted electronically in word and PDF format for review. Once finalized after 1 round of review.

Third Deliverable: Final Policy Brief on Climate Mobility Model Bilateral Agreement 

Based on inputs received at the validation workshop, the revised draft of the policy brief and submit to the IOM and PDD focal points.

  • Estimated Delivery Date: 15 working days after submission of Deliverable 2 
  • Delivery Details: The final draft will be submitted in both electronic Word and PDF. 
  • Tangible and measurable output of the work assignment.
  1. Draft workplan (drafted in coordination with IOM and PDD) 
  2. Draft policy brief based on workplan with annexed model bilateral agreement  
  3. Final policy brief incorporating feedback received 
Performance indicators for the evaluation of results

1. Timeliness:

  •  All deliverables are submitted by the agreed-upon deadlines.
  •  Progress updates are provided on a regular basis, as specified in the contract.

2. Quality Of Deliverables:

  •  The workplan clearly outlines the methodology, work plan, and stakeholder engagement strategy.
  •  Desk review of existing plans, framework, legislations are comprehensive. 
  •  Stakeholder consultations and validations are conducted as planned, with broad and inclusive participation.
  • The working draft of the Policy Brief is well-structured, comprehensive, and align with international best practices and national priorities. Feedback from stakeholders is adequately incorporated into the Final Policy Brief
  • The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.
  • The consultant will be responsible to follow IOM writing guidelines including the IOM House Style Manual.

3. Sustainability And Impact:

  • The Policy Brief includes clear recommendation and guidance for policy matters around climate mobility bilateral agreements. This includes a gender analysis and gender informed recommendations. 

4. Cost-Effectiveness:

  • The value of the services rendered is commensurate with the cost of the consultancy.
  • The consultant or firm efficiently utilizes resources and provides cost-saving solutions were possible.

5. Communication, Feedback And Satisfaction:

  • Regular updates are provided on the progress of the deliverables, as required. 
  • Positive feedback is received from the PCCMHS and other stakeholders regarding the consultant's performance and the quality of the deliverables.
  •  Any inputs are incorporated, and issues or concerns raised during the consultancy are promptly and effectively addressed.
Education
  • Master’s level degree or higher from an accredited academic institution preferably in International Law, Public Policy, Political Sciences, International Development, Public Administration, Social Sciences
  • At least 10 years’ experience in development and management of public policy 

Experience

  • Demonstrated experience in developing policy or legal instruments on matters relating to regional, national or sub-national governance
  • Experience working on climate change and migration dynamics, including understanding of displacement issues, international human rights, labour mobility, land tenure management, traditional governance.      Track record of previous publications or engagement on related topics. 
  • Experience working in the Pacific region, including with governments and regional organizations.

  • Excellent communication, writing and editing skills in English

  • Flexible, reliable team player with proven networking skills
