Role Summary
The Cost Controller is a senior-level position responsible for implementing and maintaining strong cost management systems across the Client’s multi-million AED construction projects. This role ensures financial accuracy, profitability tracking, and disciplined cost control, while providing executive-level insights to support strategic decision-making.
Key Responsibilities
Project Financial Governance & Control
- Implement and maintain standardized Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) across projects.
- Take ownership of project budgets, ensuring accurate allocation and tracking of all direct and indirect costs.
- Lead Earned Value Management (EVM) reporting, including Schedule Performance Index (SPI) and Cost Performance Index (CPI).
- Manage project change control, Variation Orders (VOs), and Claims with accurate cost validation and approvals.
- Maintain detailed forecasting through Estimated Cost to Complete (ETC) and Estimate at Completion (EAC) reports.
Strategic Analysis & Efficiency
- Conduct value engineering and cost optimization initiatives while maintaining quality.
- Act as the financial liaison between PMO, Commercial, Procurement, and Finance teams.
- Support tender reviews and cost evaluations for major contracts and bids.
- Ensure accuracy and consistency between ERP systems (SAP/Oracle) and Project Management Information Systems (PMIS).
Leadership & Mentorship
- Supervise and mentor junior Cost Control and Project Engineering staff.
- Prepare and present monthly project cost reports to senior management.
Technical Skills
- Proficiency in CCS Candy, Primavera P6, SAP, and Oracle ERP systems.
- Advanced Excel modeling and dashboarding skills.
- Strong knowledge of Cost Accounting, Earned Value Management (EVM), and FIDIC contract frameworks.

Requirements
Qualifications & Experience
- Education: Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, Finance, or Accounting.
- Experience: Minimum of 12 years in Cost Control or Project Controls, with at least 7 years in the UAE/GCC contracting sector.
- Certifications (Preferred): Certified Cost Professional (CCP), Planning & Scheduling Professional (PSP), PMP, or CMA.
