General Description
Performs highly advanced (senior-level) managerial work providing guidance and planning for an appointed TWDB Board Member. Work involves establishing strategic plans, goals, and objectives of Board Member, developing policies, reviewing guidelines and procedures. Establishes priorities, standards, and measurement tools for determining progress in meeting goals. Coordinates and assists Board Member in evaluating program activities. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Reports to an appointed TWDB Board Member of the Texas Water Development Board.
Essential Job Functions
- Provides a wide range of strategic and operational support to an appointed TWDB Board Member.
- Responsible for the coordination of Board Member programs, activities and outreach efforts.
- May prioritize tasks, conduct daily briefings, and set Board Member schedules.
- May arrange and participate in Board Member meetings and conferences, provide advice, and conduct follow-up communications.
- Conducts research, analyzes and interprets information.
- Oversees the flow and content of information provided to the Board Member.
- Monitors relevant legislation, as applicable to the TWDB.
- Develops and maintains effective communication and working relationships with Executive Administrator and TWDB staff, other state agencies, legislative staff, associations, organizations, advocacy groups, and the general public.
- Maintains confidential and sensitive information.
- Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
- Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
- May be required to operate a state or personal vehicle for business purposes.
- Performs other duties as assigned.
Qualifications
Minimum Qualifications
- Graduation from an accredited four-year college or university with a bachelor’s degree in Engineering, Natural Sciences, Government, Business, Public or Policy Administration or a related field.
- 10 years of experience in the development of public policy.
- 15 years of previous work experience with Texas Legislature or Texas state agencies (internal or external).
- Experience with the development of the Texas State budget.
- Submission of two (2) writing samples with the State of Texas (SOT) application.
- Relevant education and experience can be substituted for each other on a year-for-year basis.
Preferred Qualifications
- Experience with water infrastructure planning, conservation, and financing, or natural resources policy or appropriations.
- Previous experience working with federal agencies and Congress (internal or external).
- Experience preparing correspondence and/or reports for a legislative office, executive, commission, or board.
- Experience planning, scheduling, and coordinating meetings and appointments for or with public officials or board members.
- Experience working with public or private sector stakeholder or advocacy organizations.
- Experience communicating agency interactions and priorities between executive agency boards, stakeholders, and state leadership.
Knowledge, Skills, and Abilities (KSAs)
- Knowledge of Texas Water Code and other local, state, and federal laws and regulations relevant to the Texas Water Development Board.
- Knowledge of the principles and practices of public administration and management.
- Skills in establishing plans and setting objectives and goals that support an overall business strategy and projects.
- Skills in using Microsoft Office program such as Word, Excel, PowerPoint, and Access.
- Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
- Ability to maintain the security or integrity of critical infrastructure within Texas.
- Ability to meet agency in-office requirements.
- Ability to direct and organize activities.
- Ability to establish program goals and objectives that support a strategic plan.
- Ability to prepare reports.
- Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.
- Ability to make mature, objective decisions and identify areas of potential problems.
- Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment.
- Ability to perform routine and non-routine work assignments accurately and on-time with little or no supervision.
- Ability to perform assigned duties and improve work habits and/or output.

- Ability to develop and interpret policies, procedures, and regulations.

- Ability to manage multiple tasks.
- Ability to stand/sit/move to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs.
- Ability and willingness to travel 25% of the time, primarily within the State of Texas and occasional out-of-state travel.
- Ability to operate a vehicle (state or personal) for state business and maintain a driver’s license and driving record that complies with state and agency requirements.
- Ability to workdays that may exceed 8 hours, including early mornings, nights, and weekends.
- Ability to train others.
