Position Description
TxDOT is seeking a Technical Services Team Lead within the Financial Management Division to oversee, coordinate, and perform critical technical, business analysis and project management functions. In this role, you will oversee the Technical Services Team and ensure the efficient operation of various business processes and division applications. Technical Services Team Lead serves as a key point of contact for technical and project oversight of financial processes and systems, helping to drive process improvement, workflow automation, data management, and coordination with business and technical partners across the agency. Ideal candidate should be self-supervising, demonstrating strong judgment, initiative, and proven leadership skills. This position reports to the Financial and Business Services Manager.
Essential Duties:
- Lead the Technical Services team (6 analysts) in the design, development, deployment, and maintenance of departmental applications and solutions across both production and development environments.
- Collaborate with finance and IT leadership to define and execute the department’s application platform roadmap and long-term strategic initiatives.
- Manage daily operations of the department’s application environment, serving as the primary escalation point for technical issues, system enhancements, and performance optimization.
- Facilitate regular team meetings and performance check-ins; contribute to staff evaluations, professional development planning, and recruitment efforts.
- Oversee the development and maintenance of Tableau reports, dashboards, and related analytics tools to support evolving business and reporting needs.
- Coordinate with internal and external IT business partners to deliver effective, scalable technical solutions aligned with business requirements and divisional goals.
- Lead change management efforts, including communication, testing, and deployment activities for system upgrades, patches, and enhancements.
- Ensure comprehensive documentation of business requirements, standard operating procedures, and training materials to support team and stakeholder understanding.
- Support talent development and team engagement through ongoing feedback, performance reviews, and participation in hiring and onboarding processes.
- Perform additional duties as assigned to support division goals and operational needs.
Minimum Qualifications:
Education: Bachelor's Degree in Business Admin, Computer Science, Manage Info Systems, or related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience: 5 years business-related analysis, technical system analysis and design, project management and/or support. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications: Valid driver’s license.
Preferred Qualifications:
- Tableau, Peoplesoft, Hyperion, OnBase and Power BI experience is highly preferred.

Extensive Knowledge Of-
- Major ERP and financial software and reporting applications (Oracle, PeopleSoft, SAP, Hyperion, etc.)
- Financial reporting tools (Tableau development and publishing, Power BI/Query, SQL, etc)
- Program/project planning, development, and management methodologies.
- Methods, processes, and tools used in business process analysis and rapid software application development.
- Systems development using analysis, design, and documentation methodologies.

- Developing and delivering presentations
- Training direct reports and others in current IT processes and procedures
Physical Requirements And Working Conditions:
