Position Purpose and Summary
The Maryland Educational Opportunity Center (MEOC) Senior Counselor manages the program’s recruitment productivity and participant data, as approved for funding through Delta Sigma Theta Sorority, Incorporated. Further, the Senior Counselor ensures data compliance as outlined by the United States Department of Education (i.e., EDGAR).
Duties And Responsibilities
- Assumes responsibility for effective programming and recruitment for the MEOC as it relates to the approved grant proposal.
- Ability to work in the community to recruit participants, in efforts to directly support the program's annual productivity goals.
- Maintains a participant recruitment caseload, manages program data and assists with developing partnerships in approved target areas.
- Ability to launch recruitment drives and support existing community partnerships and events.
- Manages and directs the daily activities of the data entry support staff.
- Supervises the data entry support staff to include recruitment, hiring recommendations,
performance evaluations, disciplinary actions and professional development.
- Assists with training and professional growth of the program counseling staff, consistent with the long-term goals of the program.
- Ensures accurate data collection, entry and reporting in Blumen software in preparation for interim and annual performance reporting.
- Implements participant data audits to ensure compliance.
- Collects and analyzes data to foster data-driven decisions for program enhancement and goal completion.
- Prepares data and performance reports as required by the MEOC, Delta Sigma Theta Sorority, Inc. and the U.S. Department of Education.
- Assumes responsibility for participants’ confidential data and records, as it relates to the approved grant proposal.
- Reviews, validates and enters data from multiple source documents.
- Adheres to data requirements and record retention as outlined by grantor.
- Ability to launch surveys, collect data and present findings.
- Assumes the responsibility for meeting the reporting and evaluation requirements of MEOC funding as outlined by the U.S. Department of Education.
- Creates and runs reports for MEOC counselors and leadership.
- Develops, exports, analyzes and prepares report analysis, evaluation and presentation.
- Ability to train new users with appropriate software, specifically Blumen.
- Establishes partnerships with local high schools, community colleges, universities, churches, organizations and agencies for recruitment.
- Maintains an active and visible role in the community.
- Serves on committees and local advisory councils that support the enhancement of the program.
- Represents the office in the absence of the Director.
- Other duties as assigned.
Minimum Qualifications (Knowledge, Skills and Abilities)
- Bachelor’s degree in counseling services, social work, education or related discipline. Master’s degree preferred.
- Minimum of five (5) to seven (7) years of experience in a TRIO environment, recruiting, advising, counseling and/or case management.
- Minimum of three (3) to five (5) years of experience serving in a related supervisory capacity.
- Compliance and grants management experience.
- Data management experience (i.e., data collection, analysis and reporting).
- Must possess a thorough knowledge of program planning and counseling, with specific knowledge of related staff professional development.
- Must possess ability to identify, analyze and solve program problems.
- Must be able to develop leadership qualities among support staff.
- Must be able to effectively plan and implement ideas to achieve program goals and objectives.
- Ability to multitask and meet deadlines.
- Proficiency in Blumen Online for TRIO.
- Proficiency in Microsoft Office applications, to include Outlook, Word, Excel, Publisher, Access and PowerPoint.
- Knowledge and use of virtual platforms (e.g., Zoom, Microsoft Teams, WebEx).
- Knowledge and use of social media platforms (e.g., Facebook, Instagram).
- Must be able to travel as necessary for events where staff participation is required.
- Relocation assistance is not available. Must reside within a 50-mile radius of the MEOC by start of work.
