Job Description

The House of Commons’ Parliamentary Precinct Operations service area is currently looking to staff the Senior Director, Building Support Services and the Senior Director, Client Service Delivery positions.

This recruitment and selection process is restricted to employees of the House of Commons Administration, Senate of Canada, Library of Parliament, Parliamentary Protective Service, Office of the Conflict of Interest and Ethics Commissioner and Parliamentary Budget Officer.

The House Administration’s senior directors create the strategic integration required to deliver on the organization’s strategic direction. They play a critical role in imparting the House Administration’s vision, in providing high-level guidance, and in enabling their teams to navigate the political realm, its implications and the impact of decisions on the House and its Members.

The Senior Director, Building Support Services oversees infrastructure-related services across the Parliamentary precinct, including facilities operations and maintenance, inventory and warehouse management, event and tenant services, locksmith operations, and freight handling across all leased buildings. In this role you will lead business continuity planning and direct service delivery aligned with stakeholder needs and corporate objectives, while maintaining reliable, efficient, and adaptable, infrastructure that support uninterrupted chamber, caucus, committee, and other events.

The Senior Director, Client Service Delivery leads the development and implementation of strategies and plans relating to the ongoing and continuous improvement of a full range of services to Members of Parliament. This includes the provision of effective and efficient service delivery across multiple business lines, including printing, mailing, food, transportation, trades, and postal services. In this role you will oversee centralized planning, production, and resource management for Precinct and off-site facilities, ensuring high-quality, responsive service that meet the needs of Members and aligns with organizational goals and best practices.

As a Senior Director within the Parliamentary Precinct Operations executive team, you will bring strong leadership, strategic foresight, and a proven ability to build inclusive, high-performing teams in dynamic, unionized environments. You will thrive on balancing client service excellence with responsible stewardship of public funds, tackling complex operational challenges with impact. Your success will stem from your ability to drive continuous improvement, adapt strategically, and collaborate effectively across the service area and the broader Administration.

In this role, you will provide trusted strategic advice and briefings to the Chief Operations Officer and senior leadership, represent your business lines with influence, and play a pivotal role in shaping operational excellence across the precinct. Qualifications

Education :

  • University degree, or the equivalent combination of education, experience and training in a business management and operations related fields.

Experiences :

  • Knowledge of the business, culture and political environment of the House of Commons and of its service sectors;
  • Considerable experience handling complex client relationships requiring diplomacy, conflict resolution and negotiation skills ; 
  • Extensive work experience in a client-focused environment with a proven ability to drive strategic and operational service improvements with a focus on client service excellence and sound stewardship of public funds ;
  • Extensive  experience in the areas of strategic leadership, planning, financial management, performance measurement, continuous improvement and organizational management ;
  • Extensive experience advising senior executives or external stakeholders on operational performance, risks, and opportunities for improvement ;
  • Extensive experience managing human (including unionized teams), financial and materiel resources ;
  • Extensive experience developing and implementing strategic business plans and operational frameworks for a large, complex operation.

Assets :

  • A Master’s degree in Public or Business Administration ;
  • For the Senior Director BSS experience and training in a related field including engineering, architectural and project management ;
  • Experience fostering a culture of performance, inclusion, and accountability within a large workforce.

Note :

Experience levels are typically defined as follows:

  • Considerable experience – generally 3 to 5 years of relevant experience;
  • Extensive experience – generally 5 to 10 years of relevant experience.
