Within the Ohio Department of Public Safety (ODPS), Fiscal Services Office, supervise Financial Analysts &/or other assigned fiscal staff who prepare, process, &/or analyze accounting records, financial statements &/or other financial reports & data:

  • Plan & oversee a variety of fiscal & accounting functions;
  • Utilize the Ohio Administrative Knowledge System (OAKS), related reporting databases such as Business Intelligence (BI) & other internal &/or external systems, to approve & oversee accounts payable &/or accounts receivable activities for various business units;
  • Manage & reconcile payments, deposits, funds, & bank accounts; Audit, approve, & oversee the collection & redistribution of revenue in compliance with statute & internal policies & procedures;
  • Participate in the review & coordination of resource availability; Provide recommendations to maximize utilization of funds;
  • Monitor & analyze funds & appropriations for assigned units to determine if annual & biennium budget activity is in line with projections; Consult with administrators on project funding, the availability of state funds & state appropriations, constraints on state budgetary & administrative situations;
  • Oversee the financial aspect of federal &/or state grants &/or programs;
  • Work with vendors, suppliers & personal service contractors on matters related to fiscal operations, accounts payable, accounts receivable, & debt collection activity;
  • Act as liaison between fiscal & various business units on fiscal & budgetary activities; Assist in the development, execution, evaluation & revision of the departmental operating budget pertaining to program areas of responsibility;
  • Establish priorities & supervise subordinate personnel (e.g., provide developmental opportunities & work direction, coach staff to foster development, monitor staff activities to ensure quality customer service & information technology security, evaluate performance, approve section staffing levels, recommend discipline, pre-screen applications & participate in interviews);
  • Prepare & manage the preparation & production of reports, records, studies & correspondence related to fiscal operations;
  • Participate in the design & development of internal accounting systems, procedures & policies;
  • Advise in the development & maintenance of accounting systems, management information systems & other record-keeping systems required for adequate state & federal audits;
  • Assist with & participate in state & federal audit actions;
  • Prepare correspondence, gather information for & assist in the implementation & analysis of legislation;
  • Assist in preparation of documents for legislative committee hearings & Controlling Board requests;
  • Participate in budget hearings, Controlling Board meetings, fiscal conferences & other meetings related to fiscal controls & accounting for state & federal funds;
  • Develop & coordinates communications activities;
  • Performs other duties as needed for CFO, Assistant CFO & Section Chief.

Qualifications

Option 1

54 mos. exp. or 54 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software. 

Option 2

OR - completion of undergraduate core program in business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software. 

Option 3

OR - completion of graduate core program in public or business administration, accounting, finance or related field; 18 mos. exp. or 18 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.

Option 4

OR - 12 mos. exp. as Senior Financial Analyst, 66563. 

Option 5

OR - equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
