$111,024 to $152,065 annually DOE, plus annual target bonus

Job Summary
The Senior Manager, Joint Use & National Electrical Safety Code (NESC), reporting to the Chief of Fiber
Design and Construction, holds strategic oversight of all Joint Use Agreements with current and
prospective pole owners and drives the Aerial NESC program across Oregon. This pivotal role serves as
the authoritative leader for ensuring rigorous compliance with NESC and Joint Use standards for Ziply
Fiber. This Senior Manager, Joint Use & NESC is responsible for negotiating and maintaining all joint use
agreements with current and future pole owners within Ziply fiber build areas. Operating as an
autonomous division within Ziply, the NESC program encompasses comprehensive management of
financial operations, engineering, make-ready processes, OSP construction, inspections, audits, and
stakeholder alignment. The role demands a visionary leader capable of steering complex, cross functional
initiatives and fostering innovation in a high-stakes environment

Essential Duties and Responsibilities:
The Essential Duties and Responsibilities listed below are a range of duties performed by the employee

• Direct and inspire a high-performing team of 8-15 professionals and contractors, cultivating a
culture of excellence, innovation, and accountability.
• Architect and implement a strategic 10-year inspection cycle, dynamically refining it through
advanced analytics and collaboration with all power companies with poles we currently attach and
PUDs for joint inspections.
• Negotiate and maintain all Joint Use (JU) agreements and ensuring agreements meet all current
rules and regulations provided by FCC and associated states.
• Spearhead strategic partnerships with power utilities, optimizing joint inspection frameworks and
contractual engagements with various PUDs, PGE, and CCEC.
• Oversee OPUC violation tracking, leveraging data-driven insights to ensure swift resolution and
seamless reporting to regulatory bodies.
• Authorize high-impact capital and expense engineering decisions for pole replacements,
balancing cost efficiency with long-term infrastructure reliability.
• Understand and implement all state and federal requirements regarding responsibilities and
timelines regarding applications, make ready work, and inspections for all types of attachments.
• Partner with SSP and Vendor Management to refine unit-based operational frameworks, driving
efficiency and precision in field execution.
• Evaluate and approve bids/quotes for non-standard projects, applying strategic foresight to align
with organizational goals.
• Administer third-party accounts payable with electric utilities, ensuring financial accuracy and
operational alignment.
• Develop and manage annual budgets for NESC-related purchase orders, employing predictive
modeling to optimize resource allocation.
• Validate and authorize SSP invoices for Oregon’s Joint Use and NESC activities, ensuring
contractual and financial compliance.
• Collaborate with Ziply’s PMO to resolve high-stakes issues involving permits, OPUC complaints,
and scheduling, leveraging strategic problem-solving.
• Performs other duties as required to support the business and evolving organization.

Qualifications:
• Bachelor’s degree in engineering, project management, or a related field required; advanced
degree (MBA, MS) or PMP certification strongly preferred.
• Minimum of ten (10) years of experience leading capital-intensive projects and a minimum of five
(5) years managing multimillion-dollar budgets in telecommunications, utilities, or infrastructure
sectors required.
• Minimum of five (5) years of experience leading diverse, high-performing teams in dynamic,
regulated industries, with a focus on strategic alignment and operational excellence.
• Experience negotiating joint use agreements with all types of pole owners, including investor-owned
utilities, cooperatives, and municipalities.
• Expert-level proficiency with at least three (3) years of hands-on experience in Microsoft Excel,
Power BI, or similar tools, with strong skills in data modeling, predictive analytics, and
visualization.
• Exceptional leadership acumen, with demonstrated success in mentoring cross-functional teams
and driving organizational change in competitive markets.
• Must have and maintain a valid driver’s license, auto insurance, and satisfactory driving record.
