Technical Flight Simulation Training Device Compliance Manager (m/f/d)
At our site in Bückeburg #LI-HYBRID
The Internation Helicopter Training Center in Bückeburg will house 8 Level-D qualified full flight H145 D-3m Simulators. The Technical Flight Simulation Training Device Compliance Manager’s primary concern is to assist the FSTDO in ensuring complete and unequivocal qualification of these 8 simulators. Through consistent and clear communication with FSTDO and well as coordination within Thales maintenance crew and system experts the Technical FSTD CM will supervise tasks such as QTG tests, results analysis, deficiency resolution, and monitor that the site’s IT security concept is complaint.
Principal Activities & Key Responsibilities
The Technical Flight Simulation Training Device Compliance Manager has both authority and responsibility within the FSTD Operations organization to monitor and enforce regulatory and internal compliance. Key tasks include:
Compliance Monitoring & Assurance:
- Assist in fulfilling obligations under the Compliance Monitoring Program (CMP), including both Compliance Assurance and Compliance Control
- Support the FSTDO in achieving specific compliance objectives as defined by the Accountable Manager
Data Management & Tools:
- Oversee all Thales‑relevant compliance data within the designated compliance management software tool (e.g., FLEETPLAN or similar tools)
- Establish and enforce processes for how FSTD operation, maintenance, QTG data, compliance records, and audit findings are entered, tracked, and reported within that tool
- Ensure the scheduling of QTG (Qualification Test Guide) tests and maintenance tasks, in cooperation with the Operations Manager and relevant technical teams
- Analyze test results, identify deficiencies, and follow up until resolution is verified
Audits, Evaluations & Corrective Actions:
- Assist in planning, organizing, and executing internal Thales audits per established schedule
- Participate fully in Initial and Recurrent Evaluations (by the Authority or designated evaluators)
- Monitor organization’s adherence to corrective action plans:
- • Verify that non‑compliance issues are addressed in a timely manner
- • Evaluate effectiveness (and efficiency, if applicable) of corrective actions
- • Initiate measures / escalate where failures or inadequate actions occur
Indicator / Kpi Management:
- Help define, collect, monitor, and report on relevant indicators and KPIs that measure FSTD compliance with regulatory, contractual, and internal obligations.
Training & Stakeholder Communication:
- Ensure Thales personnel involved in FSTD operation (Maintenance, System Experts, Operations, etc.) receive required training consistent with the Compliance Management Manual.
- Serve as liaison and point of contact with aviation authorities, customers, system manufacturers, subcontractors, the Accountable Manager, and other roles in FSTD operations.
- Provide clear, concise, and accurate information to stakeholders.
Regulatory & Technical Oversight:
- Ensure that all FSTD‑related operations comply with applicable regulations, especially EASA Part ORA (particularly ORA.GEN, ORA.FSTD), and Certification Specifications for FSTD (CS‑FSTD), for both Helicopter (H) or Airplane (A), as applicable.
- Monitor changes, modifications, or upgrades in hardware, software, avionics, system configurations, and ensure proper regulatory change approvals
- Maintain documentation, manual updates, control of configuration (software & hardware), record‑keeping, and ensure that changes do not adversely affect qualification.
It & Information Security:
- Monitor that the site’s IT and information security concept is compliant with relevant regulatory requirements and internal policies
Quality & Safety Culture:
- Promote and enforce high standards of precision, rigor, safety culture, transparency, and continuous improvement in all aspects of complianceRequirements
What You Have:
- Initial professional experience in at least one of:
- FSTD manufacturing (software, hardware, systems engineering)
- FSTD operations or management
- Compliance Monitoring (CM) in Air Operations or for an Approved Training Organization (ATO)
- Technical engineering degree in a relevant field, e.g.:
Aviation Engineering
Software Engineering
Hardware Engineering
- Other complex technical / engineering discipline
- German: fluent or native
- English: professional/business level, both written and spoken, with familiarity of technical/aviation terminology
- Solid knowledge of FSTD operator activities and related regulations (especially EASA ORA, ORA.FSTD)
- Understanding of CS‑FSTD standards (for Helicopter or Airplane)
- Experience with configuration management (hardware/software)
- High attention to detail, precision, and analytical thinking
- Solution‑oriented and ability to facilitate between different stakeholders
- Good communication skills with authorities, manufacturers, customers, internal management etc.
- Diplomatic yet assertive approach, able to maintain regulatory and organizational interests
