  • Position: Operations Manager of Public Safety

Department: Public Safety

Schedule: Full Time

Position Summary:

Reports to the Director of Public Safety with responsibility for the activities of staff, development of standard operating procedures and work rules and operational functions within BMC Public Safety Department. This includes oversight of Public Safety Operations including, but not limited to, the oversight and distribution of work assignments to Public Safety Sergeants, Officers and the Security Command and Control Center. Ensures consistent and safe delivery of services throughout the medical center. Provides immediate notification and response to disasters at and collaborates notifications to facility personnel, Directors and managers. Utilizes BMC and Public Safety Department core values and principals as the basis for decision making and to facilitate the Department’s mission.

Responsible for using sound independent judgment with respect to recruiting, hiring and training new employees. Reviewing, evaluating and assessing the quality of service being delivered by the Public Safety Team, investigates complaints, takes the necessary steps to address poor work performance through corrective action and/or remedial training and addresses misconduct and continued performance issues using the disciplinary action process up to and including termination.

Essential Responsibilities / Duties:

  • Reporting to the BMC Director of Public Safety, manages and oversees 24 hour a day, 7 day a week operations of the Public Safety Operations and the Security Command and Control Center in collaboration with the Facilities Management Team.
  • Assigns work assignment and job responsibilities to the Public Safety personnel.
  • Organizes and assigns activities in order to fulfill the university, department and mission through the creation, review and revision of policy and procedure, Standard Operational Procedure (SOP), goals and objectives, quality assurance and risk management programs as requested by the Director of Public Safety.
  • Works independently and in conjunction with Department personnel in recruitment, selection, training and orientation of staff within BMC Public Safety Department.
  • Schedules staff to meet operational needs, assigns duties and coordinates training and activities involving services provided by the department.
  • Utilizes independent judgment to ensure staff who fail to meet performance standards receive remedial training, corrective action, and discipline, up to and including termination.
  • Provides consistent direction to all employees within Public Safety and organizes staff as response driven, customer-focused and service oriented teams that support the university, department and mission by remaining flexible and open to the changing higher education and research and regulatory environments.
  • Continuously monitors quality of service and develops proactive training programs to continually increase the professionalism of the staff.
  • Participates in regulatory/compliance processes and oversees those processes that impact Public Safety, including, but not limited to Center for Disease Control (CDC) Select Agent program, the Health Insurance Portability and Accountability Act (HIPPA), Commission on Accreditation for Law Enforcement Agencies (CALEA) and the Criminal Offender Record information (CORI) guidelines.
  • Attend various meetings, committees, task forces, etc. as requested.
  • Provides assistance/resources to BMC staff or departments as requested.
  • Meets with regulatory or law enforcement agencies as assigned by the Director of Public Safety and fulfill the mandated regulations for security officer’s police licensure.
  • Assists in preparing annual operating and personnel budgets, capital budget expenses, service and maintenance contracts and variance reports.
  • Submits payroll and maintains records of hours worked by employee.
  • Recommends operational plans including, but not limited to, the use of contracted services, scheduling methods, contingency actions, investigations, human resource functions, evaluations and labor issues.

Job Requirements

Education:

  • Bachelor’S Degree Required.

  • Management and/or Criminal Justice degree preferred.

Certificates, Licenses, Registrations Required:

Must be appointable as a special police officer in the State of Massachusetts

Experience:

Minimum of five years of experience in corporate, medical center security or Law Enforcement, with at least three years of supervisory responsibility.

Knowledge And Skills:

  • Software including WordPerfect, Microsoft Word, and Excel.
  • Knowledge of facilities management and security alarm systems.
  • Must possess upon employment or be eligible to obtain and maintain the ability to lawfully possess a firearm for the purposes of law enforcement employment.
