Main Responsabilities
Key Accountabilities:
- Implementation of the necessary organization to enable the delivery, erection, installation works achievement in the optimal conditions: performances, costs, quality and health and safety.
- The Track Area Construction Manager (based on site) reports directly to the Track Project Manager and is in charge of making sure that the relevant equipment is installed in conformity with the Basic and Detail Designs, the installation procedures, the Quality Assurance / Quality Control (QA/QC) system, the contractual and local regulation rules, the Time Schedule in place and the construction budget.
- The Track Area Construction Manager participates to the Trackwork core team meeting and report – weekly / monthly -on progress and Quality Cost Delivery (QCD) KPI.
- The Track Area Construction Manager manages the people in term of assessment, skills, training, team spirit, etc.
- Its duties also include the necessity to coordinate on all technical aspects with the Engineering Manager and his team of Detail Design and with the procurement teams.
- The Track Area Construction Manager is required to participate on the preparation of the Time Schedule and has the responsibility for running it and reporting to the Track Project Manager.
- The Track Area Construction Manager may make sure the means for obtaining Permit of Work and access are available for starting the work on site and on time. He may make sure that the interface with the other contractor is done for the site execution.
- The Track Area Construction Manager may make sure the coordination with the Customer &/or the Authorities for getting the site execution approvals for is work is done.
- To implement its task, the Track Area Construction Manager is responsible for defining the necessary resources (human and material).
- During the construction, the Track Area Construction Manager is required to organize the tasks, in a competent and consistent way, so that all key activities are properly controlled.
- During the construction, the Track Area Construction Manager might resume the duties of the Apitrack Convoy Manager
- The Track Area Construction Manager will manage and control the Subcontractors performance as per their subcontracting obligations.
- The Track Area Construction Manager interfaces with the Region Sourcing Manager for any contractual issue.
- Its duties include also to coordinate with the various Civil Contractors and other third parties on Site
- The Track Area Construction Manager is responsible of the teams and subcontractors works in compliance with Alstom HSE and local rules.
- The Track Area Construction Manager leads the 4M revision and submits to the Project Manager (PM) the GO NO GO decision.
- The Track Area Construction Manager leads the service of the installation equipment in order to maintain the highest level of availability.
- The Track Area Construction Manager makes sure the as-built data are updated and sent at the end of the construction.
- The Track Area Construction Manager is responsible for his budget and the onsite Quality Plan & HSE Plan plans implementation.
Performance Measurements:
- Savings through Risk mitigation and Opportunities management, Cash by sales milestones achievement
- Planning, Quality, EHS: monitoring, anticipation and reporting on progress and issues
Delivery
- Weekly progress report + 3 weeks schedule
- Construction ITP (Inspection & Test Plan) and ITP linked to the follow up of the subcontractors
- Monthly Cost Time schedule including sales valorisation
- Work Method Statements of the construction action including the template of the Quality Control Inspection Form.
- Weekly Quality report based on the Non-Conformities Reports (NCR) analysis and the Quality Control reports
- Weekly Hourly report of the construction team.
- Follow-up and analysis of the equipment and the tools (Maintenance, certification, …) and material consumption.
Main Required Competences
Educational Requirements
Mandatory:
- Bachelor's degree in Engineering, Construction Management, or related field (preferred)
Desirable:
- Certification on Site EHS management
Experience
Mandatory:
- Minimum 3 years of experience in railway track construction or similar infrastructure projects.
- Previous experience in a major Infrastructure Project or major Company Branch Management is required
- Cost and planning control experience in site management scope
- EHS background
Desirable:
- Railway products and services knowledge on different market segments (Metro/Tramway/Mainline)
- Experience of management by Quality, Cost and Delivery objectives
- Hands-on experience on Customer relationship in technical topics
