General Description

Performs highly advanced (senior-level) parole administration work involving supporting regional parole program goals and objectives, priorities, and standards for achieving regional program goals; evaluating program activities; supports the development of regional budget request; and coordinating program activities with other work units in the parole region and external organizations.  May coordinate and monitor parole contracts to ensure quality programs and services are provided to TJJD youth on parole in the community. Participates in local and agency projects upon the request of the Regional Continuum of Care Coordinator.


Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. May be required to work in excess of 40 hours per work week, be on-call, and travel.

Essential Duties

Trains and evaluates staff to ensure successful function of operations of parole services in designated district offices.

Maintains an active caseload of TJJD paroled youth according to agency CMS and GAP policy.  

Actively takes a lead role in the reentry planning process of youth.  Establishes and maintains recurring contact with the youth’s case manager, family/guardian, and community support system to help the youth progress towards successful community re-entry. 

Measures performance, documents parole activities, incidents, and transactions and enters data into approved TJJD electronic documentation systems

Conducts Level I / III / IV hearing requests and reports according to agency policy and interventions.

Supports the Regional Continuum of Care Coordinator with maintaining quality care for youth in compliance with TJJD's General Administrative Policy (GAP), Case Management Standards (CMS), Treatment Program, and other standards as applicable.

Trains, teaches, models, and scores the usage of Effective Practices in Community Supervision (EPICS) with fidelity to the model.

Monitors and ensures supervision and treatment are provided to TJJD youth on parole within agency policy, standards, and contractual agreements.

Confers with staff on program issues and problems to identify and implement solutions.

Reviews level-I hearing packets for accuracy and timely completion, ensures all in-community resources have been exhausted to protect the public safety.  Oversees the directives for apprehending youth to ensure due process rights of the youth and promote community protection.

Provides victims of violent crimes with assistance on up-to-date information regarding youth's placement to maintain compliance with GAP.385.8135.

  • Maintains communication with contract parole service providers regarding the employment status of contract staff.
  • Serves as the Level-IV hearing coordinator for the region.

Supports the completion of critical incident reports and subsequent critical incident debriefings. Debriefings to include the coordination and development of critical incident action plan.

Monitors all regional helpdesk tickets to ensure successful completion. As needed, acts as point of contact for information technology technicians.

Maintains and monitors standard benchmarks for Parole performance measures.

Reports any presence or perception of racial, ethnic, and gender disparities and recommends actions to address disparities.

Performs a variety of related duties not listed, to be determined and assigned as needed.

  • •    Reports safety hazards and corrects hazards when possible.
  • •    Completes required documentation in the event of an accident/injury within requested time frames.

Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.

Will be required to travel up to 20% of the time.

Qualifications

 

Minimum Qualifications

Master's degree with major course work in Social Work, Sociology, Psychology, Guidance and Counseling, Criminal Justice, Family Relations, Rehabilitation, Social Sciences, or a related field. Three (3) years of full-time wage-earning experience that may be a combination of the following: participating in the development, evaluation, and implementation of individual case/treatment plans or assessments; the development and coordinating of services; and placement recommendations and referrals for youth or adults on probation, parole, or in a residential facility.

Or

Bachelor's degree with major course work in Social Work, Sociology, Psychology, Guidance and Counseling, Criminal Justice, Family Relations, Rehabilitation, Social Sciences, or a related field. Five (5) years of full-time wage-earning experience that may be a combination of the following: participating in the development, evaluation, and implementation of individual case/treatment plans or assessments; the development and coordinating of services; and placement recommendations and referrals for youth or adults on probation, parole, or in a residential facility.

Required:
•    Possess and maintain a valid state driver's license.
•    Must have or be able to obtain a certificate of course completion for the Criminal Justice Practitioner (CJP) online course provided through the Texas Department of Public Safety (DPS) within six months of employment as a parole officer with the Texas Juvenile Justice Department (TJJD).

  • PREFERRED QUALIFICATIONS  
  • •    Staff certified as an Effective Practice in Community Supervision Trainer of Trainers.
  • Experience and Education Substitutions:
  • One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis.

Completed course hours of undergraduate study may substitute for up to four years of experience on a basis of 30 course hours for one year of experience.

Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience.

Pro-rated part-time experience may satisfy the experience requirement.

Note:  Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution.
