Full Time

Perform full range of supervisory duties to include counseling, evaluating hiring, and training employees. Effectively manage assigned projects to ensure timely and accurate completion. Review plans prepared by staff and others to ensure correctness. Supervise professional engineering and technical staff in the performance of engineering duties. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs. To ensure through materials sampling, testing and observation that materials proposed for use by contractors and suppliers conform to contract and purchase order requirements.

How you will contribute:
  • Analysis and Technical Reporting: Analyze and interpret technical engineering information and data. Prepare reports and recommendations related to findings.
  • Communications: Communicate effectively with internal and external customers including VDOT staff, local governments, elected officials, and FHWA. Prepare correspondence, technical documents, reports, presentations, and demonstrations. Respond to requests for information and resources from internal and external customers.
  • Engineering Compliance: Ensure all engineering projects are completed in compliance with VDOT, state and federal policies, procedures, guidelines, laws and regulations.
  • Materials Certification Schools: Assist with coordination of certification school activities.
  • Nuclear Program: Manage nuclear program by coordinating radioactive testing equipment and radiation survey devices with project and personnel needs. Review use, transport and storage of nuclear devices for compliance with regulations of the Nuclear Radiation Commission, VA Radiation Health, U.S. DOT, and VDOT's nuclear safety program. Maintain required nuclear records and nuclear gauge equipment. Investigate accidents, storage locations and incidents involving nuclear devices. Provide oversight and technical assistance to the embankment density monitoring program and oversee pavement depth analysis and project under drain inspection efforts.
  • Project Management: Provide direction and coordination for all project activities, integrating team member deliverables and budgets. Establish schedules and budgets so that complex projects utilize VDOT's standards, policies and procedures. Assist in directing daily project activities. Develop, manage and monitor scope, schedule and estimate for assigned projects to deliver projects on time and within budget. Coordinate with other VDOT sections to ensure all segments of the project are kept on schedule.
  • Quality Assurance: Coordinate quality assurance activities for all materials field testing and inspection functions. Perform or oversee independent assurance and verification testing for materials used on federally funded NHS projects and ensure appropriate documentation in compliance with FHWA guidelines and regulations. Coordinate materials testing efforts with plant operations, contractor's schedule, and project inspection personnel assigned to various functions such as asphalt concrete placement, slurry seal and surface treatment, embankment compaction, construction and density monitoring, hydraulic cement concrete production and placement monitoring, etc. Perform test data and statistical analysis for material testing programs.
  • Special Projects: Perform special projects and assignments related to engineering program when assigned.
  • Team Leadership: Supervise a team of engineers and technicians in performing duties and assignments for related program area. Monitor and evaluate work activities and provide guidance and direction. Promote training and professional development opportunities.
  • Technical Guidance and Documentation: Provide technical guidance regarding materials sampling and testing procedures for acceptance and quality assurance, as well as proper installation of materials. Ensure maintenance of databases and logs for materials testing and sampling efforts. Perform audits of materials acceptance documentation on site and at project completion. Oversee preparation and checking of material notebooks. Review and analyze statistical data. Review and resolve sampling and testing issues and discrepancies.
  • VDOT Representation: Represent the agency and program area internally, with citizens, elected officials, local governments and the business community. Be actively involved in group assignments for the planning and implementation of initiatives and issues.

  • Knowledge of strategic, operational, and financial management principles, practices and techniques.
  • Skill and ability to positively interact with employees, citizens and government officials.

  • Minimum Qualifications:
  • Ability to supervise a diversified staff to include performance management and discipline, work planning and prioritization.
  • Ability to gather and analyze data and prepare technical reports.
  • Ability to perform manual labor (securing, handling and preparing material samples).
  • Ability to work in the area of low-level ionizing radiation.
  • Experience applying materials quality control and quality assurance practices.
  • Experience in highway construction and maintenance methods and materials to include their properties and performance.
  • Knowledge of material sampling and testing procedures (e.g. AASHTO and ASTM testing specifications and Virginia Test Methods).
  • Materials certifications vary by position. Ability to obtain combination of certifications that apply to specific materials position within 12 months of employment.
  • Skill in the use of computers and software applications.
  • Skill in the use of materials testing equipment and tools.

  • Additional Considerations:
  • A combination of training, experience, or education in Civil Engineering, Materials Engineering or related field desired.
  • Experience in highway civil engineering.
  • Experience in materials quality control and quality assurance practices.
  • Experience in project management for transportation projects.
  • Possession of required materials certifications.
  • Supervisory experience in a transportation engineering environment.
