GENERAL DESCRIPTION: Performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning of Vehicle and Technical Services in coordination with the Assistant Chief. Establishes the strategic plan, goals and objectives; develops policies, procedures and guidelines; establishes priorities, standards and measuring tools for determining progress. Coordinates and evaluates program activities and business functions; reviews and approves budgets within the service area. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgement.

Essential Duties / Responsibilities:
- 1. Directs and oversees all Service functions and responsibilities through subordinate managers, including Fleet Operations, Field Fleet Services, Field Radio Services, Response Operations and the agency’s Statewide Radio System. Oversees long range planning for future expansion and program revisions to better meet current responsibilities and to prepare for future responsibilities.
- 2. Establishes strategic goals and general policies for Vehicle and Technical Services.
- 3. Communicates regularly with Department managers, Assistant Chiefs, Division Chiefs, Lieutenant Colonels, and local, state, and federal stakeholders.
- 4. Oversees the planning and development of the Vehicle and Technical Services biennial budget request with the Assistant Chief. Establishes Service priorities and oversees staffing patterns within the Service. Resolves budget conflicts within the Service.
- 5. Oversees and monitors, through subordinate managers, the annual budget expenditures. Helps oversee and monitor the preparation and procurement activities within budget, including multi-million-dollar agency expenditures. May participate in the negotiations of contract execution, revisions, delivery dates, acceptance testing, and approval of Service purchases. Oversees, through subordinate managers, grant applications and fund expenditures.
- 6. Interviews, trains, monitors the performance of, and prepares performance evaluations on, and counsels with Program Coordinators and Service Managers. Resolves personnel disputes within the Service. Approves hiring and disciplinary actions throughout the Service.
- 7. Represents the Service and the Department at conferences and meetings throughout the state, legislative hearings, national association meetings, and other advisory group meetings.
- 8. Oversees preparation, research, and statements of fiscal and operational impact of proposed legislation (in coordination with the Assistant Chief). May testify before legislative committees regarding proposed legislation.
- 9. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
- 10. Perform other duties as assigned.
Qualifications
General Qualifications And Requirements:
Education – Graduation from an accredited four-year college or university with courses in business management, personnel administration, public administration, or a related field is preferred.
Experience – Seven (7) or more years of progressively responsible work experience in business or public administration with at least four (4) years demonstrated and progressively responsible managerial/supervisory experience or a minimum of one (1) year as a Captain within the Department.
Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.
Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence.
Critical Organizational Infrastructure requirements – This job may be responsible for conducting research on, working on, or having the ability to access critical organizational infrastructure; must be able to maintain the security and integrity of the infrastructure related to this role. Additionally, and more specifically, must not be employed by nor have any connection or continuous connections to any governmental entity or political apparatus of a country listed in 15 C.F.R. §791.4.
Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Supervisory/Managerial/Leadership skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness, and provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.
Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.
Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.
Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Technology (computers/hardware/software/operating systems) – Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), and appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.
Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
Travel and/or Schedule – Availability for after-hours, weekend, and emergency work is required.
