General Description

The Chief Data Management Officer leads the development and execution of an enterprise-wide data governance program that supports TxDMV’s business operations and ensures compliance with state data management standards. This role provides strategic direction in data architecture, analysis, and governance, and is responsible for establishing policies, standards, and action plans that promote data integrity, system integration, and the effective use of data for business intelligence and strategic planning. Supervises a team of data professionals and operates with a high degree of autonomy, exercising extensive initiative and independent judgment to drive data-driven decision-making across the agency.
Essential Duties
Develops and executes a vision, strategy, and roadmap to establish an enterprise data governance program.
Establishes policies, processes, and procedures across the enterprise to achieve the required level of consistency, quality, and standardization to meet business goals.
Oversee the design, integration, and staging of data warehouses and data marts.
Develops and maintains controls on data quality and integrity, including the deployment of data quality monitoring systems and processes. Creates, maintains, and manages data asset catalogs and completes inventory of organizational data.
Develops policies and controls for the appropriate protection of enterprise information assets through a defined life cycle. Aligns data management practices with regulatory requirements and best practices for managing and securing data in accordance with state privacy laws and data privacy classifications.
Leads the development of governance frameworks for data used in Artificial Intelligence (AI) and machine learning systems, ensuring alignment with state privacy laws, ethical standards, and agency objectives. Establishes controls to monitor data quality, bias, and integrity in AI models, and works with stakeholders to define responsible data practices for AI-driven decision-making.
Defines, manages, and controls master data and metadata management policies, controls, and standards.
Works collaboratively with business units across the agency to define data elements and reporting standards and to ensure that data related requirements are clearly defined, prioritized, and well understood.
Identifies emerging methods and technologies related to data/information management and analysis.
Ensures that appropriate audit controls exist for data that serves as the source material for regulatory reports and assists in special inquiries and internal audits.
Ensures that changes in business practices within operational units maintain data system integration and reporting standards.
Ensure that reports derived from enterprise data consistently use business intelligence and analytics for decision making and strategic planning.
Promotes ongoing engagement of data owners and data custodians within the data governance infrastructure and awareness of data management best practices throughout the agency.
Works in partnership with the State Chief Data Officer to ensure alignment of data management strategies and leverage shared infrastructure to include the Texas Open Data Portal and TxDMV Closed Data Portal.
Chairs the Data Governance Steering Committee within the agency.
May travel up to 10% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.
Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
Performs other duties as assigned.
Knowledge, Skills, And Abilities
Knowledge of master data, metadata, reference data, data warehousing, and business intelligence principles and processes, including technical architecture; enterprise information management processes and methodologies; local, state, and federal laws and regulations relevant to data management and data governance; and operational support of networks, operating systems, Internet technologies, databases, and security applications.
Skill in the use of a computer and applicable software.
Ability to direct and organize program activities; to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate policies and procedures; to prepare reports; to communicate effectively; and to supervise the work of others.

Qualifications
Minimum Requirements
Education And Experience
Graduation from an accredited four-year college or university with a degree in data science, data management, computer information systems, management information systems, computer science, cybersecurity or information security, or in a field related to assignment.
Seven (7) years of full-time experience in data management, including designing and developing data governance policies and standards.
Three (3) years of full-time experience in a leadership or supervisory role with direct reports.
Note: Experience may substitute for education. Education may not substitute for the experience requirement.
Preferred Requirements
Master’s degree in a related field.
Certified Data Management Professional (CDMP) or other applicable certifications in information technology, data science, or related designation.
Experience in preparation of business cases for technical projects.
Experience working on both closed and open data initiatives, data management, data architecture, or data disciplines, including business decision models, data security and classification, analytics, and system integration.
Experience in data modelling and visualization techniques.
Experience in IT project management.
Experience leading strategy and technology sessions with business customers, business analysts, and technical staff.
Experience working in a Texas government agency.
Excellent written and verbal communication skills.
