Position Description

 

Performs highly advanced business analysis work by planning and overseeing business process analysis and implementing necessary measures to meet departmental needs. Oversee the development, enhancement, and maintenance of information resource applications for the department. Develops, writes, and reviews conceptual business process design specifications; plans, analyzes, coordinates, and supports the information needs of the department. Leads the Technical Services team within the Financial Management Division, assigning, monitoring, and reviewing the work of approximately five team members. Serves as a technical expert for TxDOT Department applications. Requires regular interaction with vendors, contractors, information providers, project managers, and department management. Employees at this level are virtually self-supervising and assume direct accountability for their work product. This position reports to the Financial and Business Services Manager.

Essential Duties:

  • Lead the creation, maintenance, and deployment of team-developed applications across production and development environments.
  • Manage third-party vendor relationships and coordinate with implementation partners to deliver new and complex business solutions.
  • Serve as the Financial Management Division’s primary liaison for application support, issue escalation, and enhancement requests.
  • Support system upgrades, patches, and user acceptance testing (UAT) to ensure business processes remain stable.
  • Develop and maintain Tableau reports, dashboards, and related business intelligence content.
  • Collaborate with finance and technology leaders to define and manage the department’s application platform roadmap.
  • Create and maintain business documentation, including requirements, SOPs, and training materials.
  • Analyze business value and recommend improvements to applications and reporting solutions for Financial Management leadership.
  • Perform other job responsibilities as assigned.
 

Minimum Qualifications:

Education: Bachelor's Degree in Business Admin, Computer Science, Manage Info Systems, or related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: 5 years business-related analysis, technical system analysis and design, project management and/or support. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Preferred Qualifications:

  • Bachelors degree in Finance, Accounting, Economics, Business Administration, etc. highly preferred. 
  • Tableau, Peoplesoft, SQL experience is highly preferred.

  • Financial reporting tools (Tableau development and publishing, Power BI/Query, SQL).
  • Program/project planning, development, and management methodologies.
  • Facilitating requirement gathering sessions and applying analysis, design, and documentation methodologies to capture business needs.
  • Analyzing business, technical, and managerial problems and developing, recommending, and implementing effective solutions.
  • Works effectively across divisions, districts, and with external partners; encourages cooperation and teamwork.
  • Leading, assigning, reviewing, and monitoring the work of others and promoting IT best practices.
  • Clearly conveys information to staff, leadership, and stakeholders; adapts style to audience and promotes transparency.
  • Handles issues constructively, facilitates consensus, and maintains a positive team environment.

Physical Requirements And Working Conditions:
