Position Description
Performs advanced and highly complex project management work. Leads complex and/or sensitive projects impacting organization, process, and technology. Work involves coordinating planning and initiation of projects at various levels of completion; monitoring progress and schedules; and communicating with project stakeholders, management, and other relevant parties. May serve in a lead role for other project managers in the unit. Works under limited supervision, with considerable latitude for independent judgment.
Essential Duties:
- Creates and maintains documentation to capture and manage changes in original project plans.
- Directs, develops, and evaluates documentation, review, and improvement of business processes.
- Oversees projects using accepted project management methodologies.
- Develops and monitors scorecards, dashboards, metrics, and performance goals.
- Implements communication plans to share project status, direction, outcomes, and deliverables with stakeholders.
- Directs project budgets, schedules, work plans, resource requirements, and cost estimates.
- Initiates multi-agency or enterprise-level projects, ensuring authorization, commitment, and feasibility.
- Reviews and analyzes project performance to identify opportunities for improvement.
- Identifies risks, impediments, and issues; develops strategies to mitigate or avoid them.
- Monitors project cost and quality to ensure completion within budget and contract terms.
- Reviews and recommends proposals and bids to management.
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: Bachelor's degree in any discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience: 6 years project management, process engineering and/or business process improvement methodologies. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
- Licenses and Certifications:
- Valid driver’s license. This position requires driving a state vehicle.
- May require certification as a Certified Associate in Project Management (CAPM) or in one or more change management disciplines.
Preferred Qualifications:
- Certified Project Management Professional (PMP) or Associate in Project Management (CAPM) preferred but not required.

Extensive Knowledge Of:
- Federal, state, and local laws and regulations relevant to project administration.
- Project management lifecycle (initiation, planning, execution, monitoring and controlling and project closure).
- Project management theories and practices for highly complex projects.
- Systems for evaluating third-party vendor performance.
- Communication and change management disciplines.
- Process improvement methodologies.
Expert Skills In:
- Managing scope and budget changes.
- Collecting and evaluating data for presentation to senior leadership.
- Leading, reviewing, and monitoring the work of others to include 3rd party vendors.
- Project management monitoring.
- Planning and sequencing multiple improvement projects.
- Using computers and applicable software.
Ability To:
- Plan, assign, and supervise the work of others.
- Negotiate and facilitate to achieve consensus and resolve conflicts.
- Analyze complex information and develop actionable plans.
- Identify project risks and gaps.
- Evaluate process performance.
- Establish project goals, manage activities, and prepare reports.
Physical Requirements And Working Conditions:
- Sedentary to light work (lifting up to 20 lbs occasionally).
- Prolonged standing and sitting.
- Talking and hearing at normal speaking levels.
- Visual acuity for detailed work, computer use, and reading.
- Occasional exposure to environmental conditions such as noise or vibration.
