Position Description
Oversees, creates, and maintains the Fleet Operations Division Capital Asset Strategy and plan for the purchase or lease of vehicles and equipment for the Department. Evaluates all potential equipment acquisition methods to include lease, rental, and purchase. Develops a business case strategy that justifies and supports a recommendation to select one product or acquisition method over others. Work requires extensive contact with vendors, internal TxDOT customers, and TxDOT management and executives. Reports to the Fleet Procurement Manager. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor. Occasional overnight travel required.
Essential Duties:
- Advises the Director on technical merits of programs, appropriation of resources, programs, and policies as they relate to departmental operations.
- Coordinates the implementation of the Fleet Management System and provides input on fleet equipment life cycle management systems.
- Oversees the development and execution of a fleet strategy to include purchase and rental of equipment based on the lowest total cost of ownership, customer needs and industry capability.
- Communicates and deploys the fleet rental program and equipment strategies statewide to all users and managers.
- Conducts needs assessments to determine performance requirements for the purchase of goods and services.
- Determines user needs through surveys, on site visits and analysis of historical usage.
- Ensures the department is able to respond to emergencies by assisting with planning and coordinates the movement of equipment as needed.
- Evaluates rent vs. buy options and provides the Division with input on fleet rental processes statewide based on field operations, advance scheduling and equipment utilization.
- Identities and works with management and various teams to remove roadblocks and escalate issues as needed.
- Interfaces with vendors to ensure participation is compliant with program and contractual requirements.
- Provides recommendations for dashboard reports that make fleet operations efficient.
- Researches equipment and vehicle performance capabilities using market analysis and product evaluation.
- Responds to internal customer rental and purchase order related inquiries.
- Visits district offices to confer with personnel on fleet program effectiveness and makes improvements based on findings.
- Works with Fleet Strategy and Analytics Group to develop rentals budget.
- Oversees reporting and data collection to support the Capital Asset Strategy.
- Coordinates, controls, maintains, and reports on the Capital Asset Strategy budget.
- Oversees, creates, and maintains vehicle and equipment specifications.
- Coordinates requisitions and purchase orders related to fleet acquisitions.
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: Bachelor's Degree in any discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience: 5 years of experience in Fleet Operations, asset acquisitions and/or procurement, or related experience. Related graduate level education may be substituted for experience on a year per year basis.
Licenses And Certifications:
- Valid driver’s license. This position requires driving a state vehicle.
Preferred Qualifications:
- Proficient skill in PeopleSoft and Asset Works software

Physical Requirements And Working Conditions:
- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
