Transportation Engineer IV - V - Brownwood Operations - (2502947) Position Information 

The Brownwood Operations Department is seeking a highly skilled Transportation Engineer IV–V to lead complex engineering initiatives across traffic operations, and maintenance. In this role, safety is more than a priority, it’s a mindset. You’ll play a critical part in emergency operations, support our field teams, and help maintain the department’s maintenance budget with precision and accountability.

Anticipated Starting Salary: $105,600 - $139,200/ yearly

Position Description

 

Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

The Essential Duties Of A Transportation Engineer Iv Include:

  • Analyzes and assists in the resolution of contract problems and disputes. 
  • Analyzes schedule trends, determines risks and recommends options to management for corrective action for highly complex projects.
  • Assists in the development, publishing and delivery of technical training and guidance to project personnel on scheduling and resourcing of projects.
  • Assists Project Managers to establish realistic and achievable schedule baselines for highly complex projects.
  • Conducts final inspections on completed construction projects.
  • Coordinates with other Divisions and Districts on contracting issues and serves as the point of contact for their professional services contracting program
  • Develops claims prevention techniques
  • Develops methods to assist in promoting and prioritizing potential CDA projects
  • Develops short-term and long-term goals and coordinates planning activities and resources required to meet goals.
  • Formulates, develops and/or monitors budgets and financial information.
  • Oversees the development and support of transportation operations systems
  • Performs highly advanced and complex planning work such as plan review, calculations and transportation planning studies.
  • Performs, reviews and monitors detailed investigations, data collection, analyses and coordination of bridge related research and recommends cost effective project level design for new, rehabilitated and reconstructed bridges.
  • Serves as project/team leader for highly complex projects related to enterprise CPM scheduling and resource management.
  • May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members’ career conversations; and approving leave requests to ensure operations coverage
  • Analyzes and recommends approval for modifications to highway maintenance contracts.
  • Analyzes and recommends approval for use of consultants and/or facility contracts
  •  Assists district and division personnel on material and/or fabrication requirements and advises of appropriate material and/or fabrication application and acceptability.
  • Assists in recommending major maintenance and betterment programs to the district staff.
  • Coordinates traffic engineering studies and traffic counts
  •  Develops traffic engineering and traffic management system policies, procedures and standards
  • Responsible for Traffic Engineering, Traffic Safety, and Traffic Systems operations.
  • Performs other job responsibilities as assigned. 

    The Essential Duties Of A Transportation Engineer Iv Include:

  • Analyzes and reports on advanced and highly complex program funding change scenarios and their impact to individual project schedules.
  • Assesses and reports actual project progress versus planned progress to determine trends and variances for highly complex projects.
  • Develops and supports implementation activities for new methods, procedures, and technologies.
  • Oversees and develops plans for complex project(s) related to their resource assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining the agency's project objective
 

Minimum Qualifications:

  • Education:  Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
  • Experience: 7 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses And Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*

*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
