Job Summary:

Serves on a multi-disciplinary team to support children from birth through 18 years experiencing social, emotional, mental health and developmental concerns. Provides consultation, therapy, case management and parenting education. Supports Education Department staff with behavior management skills and individualized behavior support plans for children and youth. 

Essential Functions:

  • Develops Individual Service and Support Plans for youth and their families and monitors progress.
  • Conducts standardized developmental, behavioral and/or social-emotional screenings and assessments and provides recommendations for follow up/referrals
  • Conducts classroom observations and prepares observation reports.
  • Monitor progress of classroom improvement plans developed as a result of observations.
  • Provide strengths-based feedback to teaching staff.
  • Provide guidance and model developmentally appropriate ways to effectively support children experiencing trauma and demonstrating challenging behaviors.
  • Meet with families to consult on child and family needs and create/monitor plans to support those needs.
  • Conduct home-visits as necessary to support the mental health needs of children and families.
  • Participates in the development and implementation of department’s mental health consultation model and related policies.
  • Provides regular, developmentally appropriate, individualized, licensed/certified mental health therapy services to children and families when specific mental health or socialization needs are identified.
  • Makes referrals to appropriate resources/services including residential treatment programs, medical, and other community resources.
  • Provides mental health community education for youth and parents.
  • Provides or facilitates annual staff training on social-emotional and mental health issues.
  • Informs department selection and use of screening tools.
  • Supports youth and families engaged in child protective services; works with CFS and Education staff to ensure collaboration.
  • Facilitates regular debriefings with preschool staff, home visitors, youth education and language immersion staff to provide strengths-based feedback and review observations.
  • Assist teachers, tutors and home visitors with classroom management techniques to promote positive mental health and social emotional functioning.
  • Maintain professional, accurate and timely documentation in tracking system.
  • Collaborates with local school districts and the Education Service District to meet the needs of children on an IFSP, IEP or experiencing mental health challenges/developmental delays.
  • Maintains continuing education, completes up to 40 hours skills training every two years and maintains certification.
  • Submits monthly work reports to Department and Program Managers.
  • Performs a variety of other duties as assigned by supervisor.

Supervisory:

  • Ensures the hiring, training, promoting, assigning, disciplining and discharging of employees are in accordance with Tribal Law, including without limitation, the Tribal Employment Rights Ordinance (TERO).
  • Assures staff adherence to all policies and procedures, work, safety and administrative rule, Tribal Law and State Regulations.
  • Serves as a mentor, as requested, for Tribal career development

Education, Experience, And Licenses:

  • Requires a Master’s degree in behavioral health science or closely related field of study.
  • Requires five (5) years of experience.
  • Requires minimum of 1 year experience with supervision of staff.
  • OR equivalent combination of education, training and experience.

Driving Requirements:

  • Must maintain a valid Oregon driver’s license or obtain one upon hire, qualify for the Tribe’s vehicle insurance, and provide proof of personal vehicle insurance.

Qualifications, Registrations, And Certifications:

  • Requires an Oregon Professional Counselor license and/or an Oregon Clinical Social Worker license, or supervision in the field and completion of this requirement within twelve (12) months of hire. If licensing in another state, must be eligible for reciprocity in Oregon within twelve (12) months of hire.
  • Play Therapy Certification preferred.
  • Ability to operate standard office equipment and other equipment as needed.
  • Knowledge of basic office software programs such as Microsoft Word, Excel, PowerPoint, etc. required.
  • Requires First Aid and CPR or ability to obtain certification.
  • Must be familiar with the range of community-based self-help support services.
  • Must be able to utilize methods for self-care and management of stress incurred on the job.
  • Must be able to demonstrate a basic understanding of counseling techniques.
  • Ability to build appropriate, helping relationships with children, adolescents and their parents.
  • Ability to write daily reports and prepare correspondence as required.
  • Ability to speak effectively before groups of clients, families or employees of the organization.
  • Requires TB and Hep B vaccinations.
  • Food handler’s card required.
  • Knowledge of and sensitivity to Native American culture required. 

Environmental Factors And Conditions/Physical Requirements:

  • Continually requires the ability to express or receive detailed information or important instructions through oral communication.
  • Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks.
  • Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.
  • Occasionally requires lifting of up to 40 pounds.
  • This position is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.
  • Supports a safe work environment by performing all duties in accordance with Tribal safety policies and procedures, and Emergency Management Plan. 
  • Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.
  • May be called upon to serve as a Disaster Reservist during emergencies.
  • Local travel is occasionally required. Travel outside of the state is infrequently required.
