The Municipal Group Leader is responsible for the overall supervision, administration, planning, budgeting and performance of the Project Management group in coordination and in concert with the overall regional objectives where the group resides and the Moore Engineering Practice standards and policies    As a 100% employee-owned company, we all share responsibility for making Moore Engineering a rewarding workplace while providing critical engineering services to communities around the region. Essential Duties And Responsibilities:

  • Manages, supervises, and evaluates the staff in the Project Management group 
  • Coordinates and establishes goals/metrics with Project Managers 
  • Evaluates and reviews goals/metrics with Municipal Sector Leader
  • Ensures adherence to all company standards and practice design/production standards/procedures/policies 
  • Monitors and enforces business development plans for Project Managers in conjunction with Municipal Sector Leader
  • Helps build project teams by assigning Project Managers to specific clients and/or projects 
  • Assists Project Managers in the development and review of scopes, schedules and time budgets  
  • Monitors performance to ensure Project Management staff’s adherence to agreed upon scopes, schedules and budgets 
  • Collaborates with and mentors staff to develop efficient and effective project management 
  • Monitors group workload and maintains appropriate staffing levels 
  • Develops and coordinates with Practice Leader on training needs and budget to ensure proper training of group staff 
  • Makes recommendations to Municipal Sector Leader regarding:  
  • Utilization goals and non-billable budget 
  • Training needs and budgets 
  • Makes recommendations to Municipal Sector Leader regarding:  
  • Utilization goals and non-billable budget 
  • Training needs and budgets 
  • Staffing Needs

  • Staff Compensation

  • Maintains regular communication with other Group Leaders in their office and with other Project Management Group Leaders in other offices to: 
  • Balance Workload

  • Share Expertise/Resources

  • Maintains regular communication with Practice Leader to improve project management, execution, and delivery 
  • Monitors the preparation of qualification/proposal submittals and presentations to clients  
  • Serves in the role of Project Manager for key clients, as needed, on a project-by-project basis 
  • Leads regular project reviews with Project Managers to review scope, schedule, fee, project profitability, billings, collections, project-specific client/quality issues, and contract language as prepped by Project Managers on each project   
  • Reviews CRM, backlog, and sales pipeline with Project Managers 
  • Assists the Municipal Sector Leader in developing a business development plan for the office 
  • Maintains regular communication with Sector Leader
  • Performs other duties as assigned 

Qualification Requirements:

  • Bachelor of Science degree in Civil Engineering or related field 
  • 10 years of experience in practice area, with at least five years being in a Project Management role 
  •  Demonstrated ability to supervise and mentor personnel 
  •  Ability to supervise and lead project teams to successfully execute engineering projects
  • Ability to market and sell engineering services
  •  Understanding of engineering contracts 
  • Ability to successfully manage multiple projects simultaneously and meeting deadlines
  • Must have excellent communication skills 
  • Self-motivated with internal initiative to promote Moore Engineering

For Minnesota residents: The pay range for this position is $112,400-$177,700. The range displayed on this job posting reflects salaries for the position based in our Minnesota office locations. Within the range, individual pay is determined by specific work location and additional factors, including education, experience, credentials, and job-related skills. In addition to base pay, certain positions at Vistal and subsidiaries are eligible for participation in our incentive compensation programs.
