Job Description
The Red Gate Group is seeking a Program Management Support – Lifecycle Acquisition Specialist to support the National Geospatial-Intelligence Agency (NGA) in St. Louis, MO.
In this role, you’ll play a critical part in advancing NGA’s mission by providing expert guidance and hands-on program management across the full acquisition lifecycle. From developing acquisition strategies and managing complex procurements to supporting testing, risk management, and stakeholder engagement, you’ll serve as a trusted advisor ensuring successful program delivery.
This position offers a unique opportunity to combine acquisition expertise, analytical rigor, and program leadership to drive mission outcomes that directly impact national intelligence capabilities.
Responsibilities
As a key member of the team, you will:
- Develop and refine acquisition documentation, including Acquisition Strategies, Statements of Work (SOW), Requests for Proposals (RFPs), and source selection plans, for government review and approval.
- Advise on source selection panels, document findings, and assist in the defense of protests when required.
- Provide project management support throughout the acquisition lifecycle, including financial tracking, milestone reporting, and risk management.
- Prepare, review, and submit financial documentation, such as Air Force 9s and Military Interdepartmental Purchase Requests (MIPRs) using PRISM or other agency systems.
- Support oversight of testing, verification, and agile backlog management across IPA programs.
- Participate in and provide input to Factory and Site Acceptance Testing, Operational Readiness Reviews, and regression testing activities.
- Attend technical exchange meetings, acquisition panels, and configuration boards to ensure IPA representation and alignment.
- Assist with the identification, analysis, and mitigation of risk per NGA processes.
- Provide outreach and coordination with customers, stakeholders, and foreign partners to advance mission priorities.
- Support requirements formulation and RFC impact analysis, coordinating with NGA review boards, systems integrators, and contractors.
- Apply in-depth knowledge of NGA, DoD, and Intelligence Community acquisition and exploitation systems to deliver actionable analysis and recommendations.
Qualifications
- Active TS/SCI clearance (CI Polygraph preferred).
- Bachelor’s degree in Program Management, Business, Computer Science, Management, Geography, GIS, or related field.
- 8+ years of overall experience including 6+ years of specialized experience in acquisition or program management.
- Demonstrated experience in acquisition strategy, acquisition planning, and documentation development.
- Proficiency in developing Independent Government Cost Estimates (IGCEs) and/or Acquisition Documentation and Artifacts (ADACs).
- Experience evaluating SOWs, PWSs, QASPs, and related documentation.
- Knowledge of Market Research, Engineering Change Proposals (ECPs), and Request for Proposals (RFPs) within the intelligence community.
- Familiarity with Contract Data Requirements Lists (CDRLs / DD-1423).
- Strong analytical skills and ability to work independently and take initiative in a dynamic environment.
Desired Qualifications
- Experience with cloud computing technologies and modern software acquisition.
- Advanced proficiency in Microsoft Excel and budget tracking tools.
- Background supporting DoD or NGA acquisition programs.
- Experience with agile software development or SAFe certification.
