A Police Oversight Analyst I job is available with the City of Fort Worth – Office of the Police Oversight Monitor (OPOM). The OPOM provides civilian oversight of the Fort Worth Police Department (FWPD) and is seeking a collaborative and innovative leader to conduct policy analysis, research, writing, and data review in support of modern criminal justice reform initiatives.

Minimum Qualifications:

  • Bachelor’s Degree from an accredited college or university in Public Administration, Finance, Business Administration, or a related field.
  • Candidate selected for hire must pass a CJIS background check (see below for details).

Preferred Qualifications:

  • Experience conducting criminal and administrative misconduct investigations, interpreting evidence, and translating findings into data-driven conclusions and recommendations.
  • Proficiency in database management and benchmark/policy analysis within criminal justice or community safety contexts.
  • Fluency in English and Spanish is strongly preferred.

The Management Analyst I job responsibilities include:

  • Maintains knowledge of the FWPD General Orders, Standard Operating Procedures, Tactical Guides, Training Bulletins, and best practices in policing and police operations.
  • Drafts detailed reports summarizing findings from analysis of Internal Affairs reports, highlighting trends in police behavior, use of force, and misconduct.
  • Prepares informed recommendations to leadership on discipline, and training based on specialized knowledge.
  • Maintains awareness and knowledge of local, state, and federal legislation, ordinances, and agreements that affect law enforcement operations and practices.
  • Participates in special projects including research of local, state, and federal legislation, ordinances, and agreements that affect law enforcement operations and practices.
  • Researches policies on promising law enforcement practices and works as a part of a team in assisting with policy analysis that is informed by a review of those practices and customs of law enforcement.
  • Processes complaints/commendations and compiles data for the office related to complaints/compliments, contacts, inquiries, use of force, and critical incidents. This includes demographic data for involved individuals.
  • Drafts periodic reports on the data analysis conducted. These reports may include tables, charts, and graphs depicting the data analysis.
  • Drafts well-written work products, including policy briefs, research memoranda, and presentations that clearly describe complex analyses and policy recommendations.

Working Conditions and Physical Demands

Depending on assignment, positions in this class typically require touching, talking, hearing, seeing, grasping, standing, stooping, kneeling, crouching, reaching, walking and repetitive motions.

Light Work – Depending on assignment, positions in this class typically exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for the Sedentary Work category and the worker sits most of the time, the job is rated Light Work.

Criminal Justice Information Systems (CJIS) Background Check

Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.  Due to CJIS requirements related to system access, the following will result in being disqualified for this position:  Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class.
