PATH’s Malaria, Neglected Tropical Diseases program is a leader in the effort to end malaria illnesses and deaths, refines and develops tools and approaches, invests in national programs, and builds data to empower national governments to pursue malaria control and elimination. We work directly with national governments in low and middle-income countries to select, adapt and scale appropriate service delivery and system strengthening interventions to address health challenges specific to malaria.
PATH seeks a Senior Finance Manager for the United States Government (USG)-funded “Reaching every at-risk community and household with malaria services” (REACH Malaria) global project. REACH aims to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), malaria diagnostics, community health, data collection and use for service delivery, and other malaria prevention interventions. Additionally, PMI Malaria REACH in Malawi will support nutrition activities at national, facility and community levels, and will predominantly target selected health facilities in five districts with poor nutritional indicators.
The Senior Finance Manager will report to the PMI REACH Malaria Malawi Chief of Party and will be responsible for overseeing financial management, compliance, procurement, and operations while strengthening systems to ensure efficiency, transparency, and donor accountability.
Key Responsibilities
Financial Management and Compliance
- Lead in producing financial, contractual, and administrative reports of the project, compliant with PATH and Department of State (DoS) rules and regulations that ensure the organization cementing the relationship with the USG.
- Working closely with the Chief of Party and other team members to ensure resources are effectively and efficiently budgeted and managed to achieve activity deliverables
- Oversee budgeting, forecasting, pipeline management, and financial risk assessment
- Monitor budgets/ burn rates and provide strategic advice to the program leadership/team.
- Oversee compliance with all DoS and PATH policies, practices, and regulations; advise project staff on donor requirements.
- Analyze project expenses, including partner financial reports, on a monthly and quarterly basis.
- Support project team to identify and ensure that necessary approvals are secured.
- Support internal and external audits including monitoring completion of corrective action
- Oversee VAT, tax reporting, compliance with Donor and national regulations.
Procurement and Vandor Management
- Support in-country & Global procurement of commodities and other project equipment as needed, in collaboration with REACH Director of Finance and Administration.
- Respond on a timely basis to all suppliers’ inquiries, reconcile all the suppliers’ statements with PATH’s records and update the Director of Finance and Administration on any discrepancies.
- Respond to staff inquiries on a timely basis on any financial issues.
- Review payment vouchers for suppliers’ payments before transactions are posted in Business World.
- Support property and asset management including IT, equipment, transportation and insurance.
- Support procurement processes in Business World and follow up to ensure that they are delivered on time with required specifications.
Team Supervision and Leadership
- Supervise and mentor finance and administration team, fostering a culture of accountability and excellence
- Build the financial management capacity of local partners and sub-grantees
- Contribute to organizational learning by documenting best practices.
Required Skills And Experience
- Bachelor’s degree or higher in accounting or business-related field (master’s degree preferred).
- Professional accounting certification (ICAM, ACCA, CIMA, CPA, or equivalent).
- At least 7-10 years of progressive experience in financial management, with at least 5 years in senior roles within international NGOs or donor-funded projects.
- Proven expertise managing multi-million-dollar budgets and complex donor reporting.
- Strong knowledge of USG rules, regulations, and compliance requirements.
- Proficiency with ERP systems (Business World, QuickBooks, or equivalent) and advanced Excel/data analysis skills.
- Demonstrated leadership and team management skills.
- Able to work as part of a team and to build strong working relationships.
- Excellent attention to detail, sound planning and organizational skills, and problem-solving skills.
- Analytical approach to work and strong time management skills.
- Excellent communication and negotiation skills with donors and stakeholders.
- Strong work ethic, resourcefulness, integrity, credibility, and dedication to PATH’s mission.
- Professional proficiency in English required.
