Manager of AML/CFT Financial Crime Compliance, GWAM Asia

We are seeking a Manager for AML/CFT Financial Crime Compliance to support our efforts in ensuring effective governance and compliance across the region.

The Manager of AML/CFT Financial Crime Compliance, GWAM Asia, is responsible for supporting the compliance program for anti-money laundering and counter-terrorist financing within the Asia GWAM segment. Reporting to the Chief AML officer Asia, the role ensures adherence to Manulife’s global policies and standards while addressing regional business needs across Asia. The Manager acts as the primary contact for financial crime compliance queries and oversees the day-to-day management of the AML program related to the Asia GWAM program.

Position Responsibilities:

  • Reporting And Risk Management:

  • Provide comprehensive quarterly management information reporting for GWAM Asia to the Asia CAMLO and Global CAMLO, ensuring timely and accurate analysis of compliance performance and risk exposure.
  • Implement and manage the AML/CTF/ABC Risk Management Framework for GWAM Asia, aligning with Manulife's global standards and addressing regional regulatory requirements. Conduct annual AML policy reviews and gap analyses to identify and mitigate compliance risks within the portfolio.
  • Conduct regular risk assessments to evaluate potential financial crime risks within GWAM Asia, ensuring implementation of appropriate controls and mitigation strategies.
  • Provide comprehensive quarterly management information reporting for GWAM Asia to the Asia CAMLO and Global CAMLO, ensuring timely and accurate analysis of compliance performance and risk exposure.
  • Implement and manage the AML/CTF/ABC Risk Management Framework for GWAM Asia, aligning with Manulife's global standards and addressing regional regulatory requirements. Conduct annual AML policy reviews and gap analyses to identify and mitigate compliance risks within the portfolio.

  • Training And Oversight:

  • Develop and deliver a comprehensive AML training program for fund directors and key personnel across the three lines of defense, ensuring they are informed of the latest regulatory changes and compliance obligations.
  • Oversee delegate due diligence processes for AML, ensuring compliance with Manulife's standards and regulatory expectations.
  • Provide appropriate oversight and challenge of high-risk investors, ensuring ongoing scrutiny and timely identification of potentially suspicious activities.
  • Develop and deliver a comprehensive AML training program for fund directors and key personnel across the three lines of defense, ensuring they are informed of the latest regulatory changes and compliance obligations.

  • Ensure understanding and implementation of global sanctions policies and standards for monitoring the sanctions program within GWAM Asia, ensuring compliance with applicable sanctions regulations.
  • Conduct regular reviews and horizon scanning of local regulatory AML programs to ensure compliance with evolving laws and regulations in GWAM Asia.
  • Serve as the primary contact with local authorities and regulators, ensuring open communication and timely responses to inquiries and regulatory requirements related to the GWAM Asia portfolio.
  • Continuously monitor regulatory and financial crime-related legislative changes, assessing their impact on GWAM Asia and recommending necessary adjustments to policies and procedures.
  • Ensure understanding and implementation of global sanctions policies and standards for monitoring the sanctions program within GWAM Asia, ensuring compliance with applicable sanctions regulations.
  • Conduct regular reviews and horizon scanning of local regulatory AML programs to ensure compliance with evolving laws and regulations in GWAM Asia.
  • Serve as the primary contact with local authorities and regulators, ensuring open communication and timely responses to inquiries and regulatory requirements related to the GWAM Asia portfolio.
  • Continuously monitor regulatory and financial crime-related legislative changes, assessing their impact on GWAM Asia and recommending necessary adjustments to policies and procedures.
  • Program Management And Industry Engagement:

  • Manage the GWAM Asia AML Program's day-to-day activities, proactively identifying and escalating issues to ensure swift resolution and compliance with global standards.
  • Develop and maintain strong relationships with key industry participants and stakeholders to stay informed of best practices and industry developments.

  • Policy Compliance And Investigations:

  • Regularly review and update AML/CTF policies and procedures to ensure compliance with relevant regulations and alignment with Manulife's global standards.
  • Engage with Business Unit Compliance Officers to identify and assess suspicious transactions, conduct thorough investigations, and recommend appropriate remediation actions. Prepare detailed case reports outlining risk assessments and proposed actions for GWAM Asia.
  • Regularly review and update AML/CTF policies and procedures to ensure compliance with relevant regulations and alignment with Manulife's global standards.
  • Engage with Business Unit Compliance Officers to identify and assess suspicious transactions, conduct thorough investigations, and recommend appropriate remediation actions. Prepare detailed case reports outlining risk assessments and proposed actions for GWAM Asia.
  • Anti-Bribery And Anti- Fraud:

  • Work together with the Asia Fraud Officer to implement Anti-Fraud Program, including risk assessment, investigation and review of Anti-Fraud controls across GWAM Asia.
  • Be the contacting point and work with Asia Anti-Bribery expert within Aisa CAMLO office to engage with Business Unit Compliance Officers in implementing Anti-Bribery Program across GWAM Asia including but not limited to, risk assessment, training and handling of escalation
  • Work together with the Asia Fraud Officer to implement Anti-Fraud Program, including risk assessment, investigation and review of Anti-Fraud controls across GWAM Asia.
  • Be the contacting point and work with Asia Anti-Bribery expert within Aisa CAMLO office to engage with Business Unit Compliance Officers in implementing Anti-Bribery Program across GWAM Asia including but not limited to, risk assessment, training and handling of escalation
  • Facta/Crs:

  • Be the contacting point and work with Global and FACTA/CRS experts to engage with Business Unit Compliance Officers in implementing Group FACTA/CRS Program across GWAM Asia including but not limited to reporting, review of QAs and handling of escalation re FACTA/CRS matters related KYC and reversed KYC
  • Be the contacting point and work with Global and FACTA/CRS experts to engage with Business Unit Compliance Officers in implementing Group FACTA/CRS Program across GWAM Asia including but not limited to reporting, review of QAs and handling of escalation re FACTA/CRS matters related KYC and reversed KYC

Required Qualifications:

  • 5+ years of experience in AML/ATF financial services with a focus in Asset Management
  • Understanding of AML and ATF laws in Canada, US, EU, UK, and Asia, providing guidance on implementing and ensuring the suitability of required controls.
  • Knowledge/experience of FACTA/CRS is an advantage.
  • Detail-oriented, able to handle multiple tasks, and adapt quickly to changing business needs to meet deadlines.
  • Ability to work and engage productively with other AML professionals across the globe; Flexible to collaborate with colleagues across time zones.
  • Ability to write clear and concise reports for senior management consumption.
  • Strong critical thinking and analytical skills; Strong time management and ability to operate independently.
  • Solid relationship management skills and ability to handle contentious issues.
  • Technologically savvy with the ability to learn and navigate multiple systems.
