[What the role is]
Reporting to a Senior Assistant Director (SAD), you will be a part of a dynamic team under the Centre for Capability and Knowledge (CCK), Singapore Environment Institute, to lead strategic L&D initiatives, conduct L&D planning and policy development, whilst managing critical operational functions including data management, training budget and policy implementation.[What you will be working on]
This role requires a results-driven professional who can balance strategic planning with operational excellence to drive organisational competency-building and performance. Key areas of work include:
Learning Policy Development and Implementation
- Create comprehensive learning policies that align with organisational objectives
- Conduct regular policy reviews and update procedures to reflect best practices and changing business needs to ensure policy alignment
- Conduct stakeholder consultation and change management for successful implementation
Organisational Competency Development
- Engage and steer stakeholders to plan and implement organisational competency frameworks that support NEA’s priorities and strategic objectives
- Collaborate with business units to identify current or emerging skill requirements
- Plan and budget for learning interventions
Data Management and Analysis
- Establish robust data management framework with programme owners to support decision-making
- Develop data collection protocols to ensure data integrity
- Develop and maintain branch’s database and visualisation dashboards
- Conduct data analysis for presentation of key learning and performance indicators
Resources Management
- Plan and develop the annual training budget, including working with stakeholders in forecasting budget demand across multiple programmes
- Oversee the monitoring of budget utilisation and preparation of financial reports for senior leadership
- Plan and lead L&D IT application and system development and implementation
Learning KPIs Development and Management
- Support the facilitation of the Institute’s key performance indicators for all learning initiatives
- Support the development of measurement frameworks, tracking systems, and the conduct of regular performance reviews against established targets
[What we are looking for]
The job may be for you if:
- At least 5 years of relevant work experience
- A fast learner and self-starter, with a “can do” attitude
- Adaptable and motivated to continue to learn
- Like working Able to work with people and data, with a keen interest in environmental sustainability
- Have good story-telling skills to convey complex concepts and insights across to target audience in simple, engaging narrative and presentation
- Have working experience in stakeholder engagement and management, event management, marketing communications and/or partnerships
- Relevant experience in Learning and Development, Human Resources or Information Management would be advantageous
