Summary

This position is based in the Storm Water Services’ Strategic Planning and Operations Division on the Proactive Team and is responsible for providing project management skills and principles in conjunction with the management of stormwater condition assessments.

This position manages the assessment of stormwater assets, maintains an accurate condition database, presents requested information in accessible formats, develops long range forecasting of conditions and funding gaps, designs repair and maintenance plans, coordinates response actions, and assists with investigations and other asset management related tasks. This position will support staff throughout the division and department.

Major Duties And Responsibilities:

  • Support the development, implementation, and maintenance of Storm Water Services’ Asset Management Program and associated initiatives.
  • Assist with the proactive and continuous evaluation of asset condition assessments in support of short-and long-term capital and operational investments.
  • Manage the data collection, technology gap evaluations, life-cycle analysis, identification of funding gaps, renewal strategies, risk analysis and decision automation, and reporting of key metrics.
  • Prioritize assets for inspection and plan and coordinate inspections, traffic control, cleaning, dye testing, and other activities.
  • Prepare ongoing work orders to the CCTV Team.
  • Plan and design repairs, maintenance, and emergency actions.
  • Manage consultant contracts.
  • Establish and follow best practices for integrating asset condition information to the asset. 
  • Coordinate with the public, contractors, and operations staff in the execution of work orders. 
  • Provide exceptional customer service, communicate plans and objectives to the public, and address their concerns.
  • Perform quality assurance of asset condition data and other asset attributes.
  • Advocate for accuracy in the asset condition database and assist with process improvements to ensure compliance with accuracy standards.
  • Perform other duties and supports other teams as assigned.

Knowledge, Skills & Abilities:

  • Experience with asset management, evaluating and addressing structural and maintenance conditions, and developing repair, renewal, and replacement strategies, and designing and constructing storm drainage systems.
  • Ability to successfully perform project management tasks including management of the critical path in project initiation, planning, implementation, and closeout.
  • Ability to interpret, analyze, prepare, and explain complex technical reports, data, technical specifications, and recommendations.
  • Ability to plan, prioritize and organize work and complete assignments with minimal supervision. 
  • Effective verbal and written communication skills and the ability to relate well with a wide variety of individuals.
  • Ability to establish and maintain effective working relationships with other employees, departments, and the public.
  • Ability to apply conflict resolution techniques and to work collaboratively and effectively with others.
  • Experience with identifying and addressing work-related hazards.
  • Working knowledge of Charlotte-Mecklenburg Storm Drainage Design Manual, City of Charlotte Land Development Standards, NCDOT Standards and Specifications, and other local ordinances, requirements, and/or manuals.
  • Proficient computer skills including experience with Microsoft Office Products (Word and Excel), Adobe Acrobat, ArcGIS Pro, and Cityworks.
  • A valid driver’s license, a good driving record with the ability to obtain and maintain a City Driving Permit.

Preferred Qualifications:

  • Professional Engineer License
  • NASSCO PACP Certification

Minimum Qualifications:

  • Bachelor’s degree in Engineering or a related field and three (3) years of relevant work experience

Other Requirements:

  • This position requires significant judgment in traveling; traversing difficult terrain (at least 3 miles a day), retaining structures, barriers, and various urban/rural conditions; encountering a wide range of animals, insects, vegetation, and weather conditions; interacting with public; and experiencing unforeseen conditions/situations in accessing and entering drainage features within the Right of Way, public, and private property.  The ability to traverse encountered field conditions as part of this position’s duties and responsibilities is a condition of employment.  Occasional on-call emergency work may be required.

Conditions Of Employment
