Summary
This position serves as a full-time entry level Engineer for Charlotte Water Engineering Division- Planning and Land Development. During the first 24-months, the position will rotate through different divisions for Charlotte Water Engineering- Planning & Land Development assisting with engineering activities (approximately six months per division). The rotational program introduces the Engineer to the various initiatives, programs, and project management activities within Charlotte Water while gaining valuable engineering experience. Once the rotations are complete, the engineer will be placed on one of the teams listed below.The salary range for this position is $80,862.30/yr. - $89,846.99/yr. - Commensurate with experience
Essential Job Functions:
- Design and Construction Division
- Assist in various phases of project development (planning, design, bid, and construction) for water and wastewater pipeline projects
- Aid in in-house design using Civil 3D of water and sanitary sewer pipeline extensions as well as minor pipeline improvements, including exposure to field survey, permitting through local and state agencies, real estate considerations, and construction inspection
- Gain exposure to e-Builder, ESRI, and AutoCAD software products
- Assist in various phases of project development (planning, design, bid, and construction) for water and wastewater pipeline projects
- Aid in in-house design using Civil 3D of water and sanitary sewer pipeline extensions as well as minor pipeline improvements, including exposure to field survey, permitting through local and state agencies, real estate considerations, and construction inspection
- Gain exposure to e-Builder, ESRI, and AutoCAD software products
- Installation and Development Services (IDS) Division
- Assist with various phases of plan review, construction inspection, and acceptance processes of privately funded (donated) water and wastewater infrastructure projects including water and sewer connections
- Participate in technical reviews of future permitted assets including, but not limited to pump stations, force mains, low pressure sewers, water mains, gravity sanitary sewers, water meter services, and abandoning/relocating easements
- Become familiar with the regulatory requirements for water and sanitary sewer infrastructure that may be applicable through laws, ordinances, regulations, and standards
- Assist with various phases of plan review, construction inspection, and acceptance processes of privately funded (donated) water and wastewater infrastructure projects including water and sewer connections
- Participate in technical reviews of future permitted assets including, but not limited to pump stations, force mains, low pressure sewers, water mains, gravity sanitary sewers, water meter services, and abandoning/relocating easements
- Become familiar with the regulatory requirements for water and sanitary sewer infrastructure that may be applicable through laws, ordinances, regulations, and standards
- Capital Improvement Plan (CIP) Section
- Assist with preparation for the CIP related meetings and project request submissions, covers submission and review of all capital funded projects and programs
- Assist with data analytics related to project costs, schedule and cash flows
- Assist with project tracking using e-Builder (Trimble software package) and project mapping using ESRI software products

- Assist in water and wastewater hydraulic analyses and modeling using hydraulic modeling software packages
- Support engineering studies in support of water and wastewater infrastructure master planning, project analysis and design, and field assessments and data collection associated with existing infrastructure (e.g., water main valves, hydrants, and flow monitoring)
- Prepare portions of engineer reports required for regulatory reporting and regional and departmental initiatives

- Support engineering studies in support of water and wastewater infrastructure master planning, project analysis and design, and field assessments and data collection associated with existing infrastructure (e.g., water main valves, hydrants, and flow monitoring)

Minimum Requirements To Perform Work:
- Bachelor’s degree in engineering, construction management, or a directly related field from an accredited school.
Preferred Qualifications
- Exposure to design, installation or maintenance of water and sanitary sewer (wastewater) infrastructure and/or project management of infrastructure projects
- Engineer-in-Training (EIT) certification or ability to obtain within one year.
Licenses, Certifications Or Registrations:
- Requires a valid driver’s license
Knowledge, Skills And Abilities:
- Knowledge of fundamental engineering principles applied to project planning and design of water and wastewater infrastructure
- Knowledge of hydrology and hydraulics
- Skill in communication, both verbally and in writing
- Skill in producing technical report or components of technical reports
- Skill in Microsoft Office Suite products and outputs
- Skill in applying civil engineering principles and practices
- Ability to plan, prioritize and organize work and complete assignments with minimal supervision
- Ability to work well with others in a team environment
- Ability to read and interpret design plans
- Ability to interact courteously and cooperatively independently and in teams with the public and other governmental agencies
- Ability to learn and understand hydraulic, geospatial information system, and project management software packages such as: ArcPro, AutoCAD, Infoworks ICM, and Trimble Unity Construct
- Ability to apply fundamental and advance engineering principles to project design or planning.
Physical Demands:
The work is light work and requires applying 10 pounds of force frequently exerting up to 20 pounds of force occasionally to move objects. Additionally, the following physical abilities are required: feeling, perceiving sounds at normal speaking levels, discriminating among sounds, mental acuity, speaking, standing, talking, visual acuity in data/color/observations/equipment/ inspections, and walking.
Work Environment:
Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs. Requires occasional on-call emergency work.
