About The Role:

The Human Resources Manager is responsible for providing support in the various human resource functions, which include employment services, employee relations, occupational health and safety and return to work programs.

Reporting to the Corporate Services Director, the Human Resources Manager will drive organisational excellence by providing strategic leadership and operational delivery of people and organisational development functions and services for Ngwala. The portfolio includes employee and industrial relations, learning and development, remuneration and benefits, talent management, workplace health and safety and workers compensation. This role has an audit, governance and compliance element in areas such as HR Information Systems, workplace health and safety and training and plays a support function to the executive staff. The Human Resources Manager plays a key role in nurturing and developing a positive organisational culture based on Ngwala values.

Key Responsibilities:

People And Culture

  • Ensure all reasonable steps to ensure workplace health and safety obligations are taken at all times
  • Ensure a workplace health and safety system is implemented and maintained including annual internal audit program
  • Conduct a training needs analysis for organization and develop training plans and programs to deliver efficiently and effectively and ensure mandatory training requirements are met
  • Support development of and implement a diversity inclusion strategy and supporting programs
  • Support development of and implement recruitment and on boarding systems, processes and capability
  • Coach and develop front line leadership in people management principles and practices

Service Delivery

  • Develop and implement a service delivery plan for Human Resources that meets or exceeds the customer expectations
  • Ensure safe, efficient and effective systems of work are developed, communicated and understood

Stakeholder Engagement

  • Stay abreast of funding changes and opportunities, developing initiatives to optimise for Ngwala and the community
  • Manage and maintain key human resources suppliers and service provider relationships and contracts

Stewardship

  • Ensure Ngwala resources and assets are used to optimise customer experience and community benefit
  • Identify and take appropriate steps to manage and mitigate risk to Ngwala, its people, assets, reputation and financial position

General Duties

  • Be available to take up additional responsibility as directed by the CEO, Executive Team (as relevant to the position or scope defined by qualification)
  • Attend meetings as required

Professional Development

  • Participate in continuous quality improvement (CQI) evaluation and activities
  • Participate and engage in ongoing professional development and training

Health & Safety

  • Work in a healthy and safe manner and encourage others to do the same
  • Be aware of and adhere to OH&S and Health & Wellbeing policies and procedures

Skills & Experience:

  • Demonstrated experience working effectively as a Human Resources Manager in a Aboriginal, Community, Aged Care or Health Related based organisation.
  • Demonstrated computer literacy, attention to detail, ability to meet deadlines and work effectively with people from diverse backgrounds.
  • Knowledge and experience of strategic Human Resources and ability to develop and deliver strategies and plans, ideally within a community or health related organisation.
  • Experience working within an accreditation and/or quality control organisation, with a focus on continuous improvement.

Teamwork and Agency Representation

  • Maintain team boundaries and confidentiality in a professional and respectful manner
  • Work collaboratively with teams and actively participate in team meetings

Mandatory Requirements:

  • Current Victorian driver's licence
  • National Police Certificate (not older than 3 months)
  • Victorian Employment Working with Children Check
