Project Overview:

This development project aims to enhance water security, reduce climate vulnerability, and improve access to safe and reliable water in Uzbekistan. It focuses on modernizing water management systems using smart IT solutions and strengthening institutional capacity, including promoting gender inclusion in service delivery.

Role Summary:

The Team Leader will serve as the overall Project Manager and Technical Lead for the Project Management Consultant (PMC) team. This role is pivotal in ensuring strategic direction, technical excellence, and successful delivery of all project components.

Key Responsibilities:

  • Provide strategic leadership and technical oversight across all project components.
  • Act as the primary liaison with the Project Coordination Unit (PCU), utility leadership, and development partners.
  • Consolidate expert inputs and ensure quality and timely delivery of all PMC outputs and reports.
  • Lead the preparation and submission of key deliverables including the Inception Report, Work Plans, Progress Reports, and the Project Completion Report.
  • Chair internal PMC meetings and coordinate the work of international and national experts.
  • Mentor the Deputy Team Leader and national staff, fostering a collaborative and high-performing team environment.
  • Facilitate institutional change management and digital transformation discussions with utility management.
  • Represent the PMC in high-level meetings with stakeholders and development partners.
  • Ensure compliance with cross-cutting objectives such as capacity building, safeguard policies, and climate mitigation strategies.

Qualifications:

  • Master’s degree in engineering (water supply/sanitation), IT, or related field.
  • Minimum 10 years of international experience as a Team Leader or Project Manager.
  • Preferably 15 years of experience in implementing or operating smart water-related IT systems.
  • Proven experience in managing projects funded by multilateral development banks.
  • Strong communication skills in English; knowledge of Russian or Uzbek is an asset.
  • Regional experience in Central Asia is highly desirable.

Contract Type:

Fixed-term consultancy (duration aligned with project timeline)
