Project Overview:
This development project aims to enhance water security, reduce climate vulnerability, and improve access to safe and reliable water in Uzbekistan. It focuses on modernizing water management systems using smart IT solutions and strengthening institutional capacity, including promoting gender inclusion in service delivery.
Role Summary:
The Systems Analyst & Implementation Specialist will lead the planning, design coordination, and implementation oversight of the project’s IT-based systems—including GIS, telemetry and network management systems (TWNMS), asset and work management systems (AMS/WMS), and related data center components. This role is central to ensuring technical integration, user-centric design, and successful deployment of smart water management solutions.
Key Responsibilities:
- Lead the IT systems needs assessment and options analysis for smart water infrastructure (Package 1).
- Collaborate with the Systems Architect Designer to identify optimal technical solutions.
- Develop functional requirements and ensure integrated system designs meet operational needs.
- Prepare IT conceptual designs and bidding documents for smart system procurement.
- Draft detailed technical specifications and support evaluation of Systems Integrator proposals.
- Oversee implementation from a user perspective, ensuring systems meet functional and integration requirements.
- Coordinate data migration and integration of telemetry (Package 2) and asset survey data (Package 3).
- Test system modules and ensure operational readiness.
- Work closely with the utility’s IT department to support knowledge transfer and capacity building.
- Advise on IT governance, data management practices, and scalability for future expansion.
- Support troubleshooting and performance monitoring during system operation.
Qualifications:
- Master’s degree in engineering, information technology (IT), or a related field.
- Preferably 10 years of international experience in IT systems analysis and implementation.
- Proven experience in utility-scale IT system integration (e.g., GIS, AMS, telemetry).
- Experience in projects funded by multilateral development banks (e.g., ADB, AIIB, EBRD, World Bank) preferred.
- Strong communication skills in English; knowledge of Russian is an asset.
- Regional experience in Uzbekistan or Central Asia is an advantage.
