Position Summary

Performs highly advanced (senior-level) managerial work as the Director of Digital Transformation.   Work involves advanced (senior-level) technical and managerial work providing direction and guidance with statewide programs within DIR to identify sourcing and transformation opportunities which will enable technological advancement and growth in DIR’s enterprise solutions and cooperative contracts.  Will lead discovery, research, and analysis for current and new technology services being considered by DIR and will identify strategic modernization and digital service opportunities for DIR and DIR’s customers.

The Director of Digital Transformation provides a comprehensive planning vision and direction for digital advisories and education, prioritization of cybersecurity and legacy systems, application portfolio management, and Texas by Texas (TxT) opportunities.  This position reports to the Chief Technology Officer and serves as a member of the agency’s extended executive leadership team. Leads efforts in the strategy and implementation of digital services with customer executive leadership.   Participates in conferences and community events to drive technology transformation and DIR services and initiatives. Supports DIR executive leadership in assessment of organizational improvements, efficiencies in process, evolution in products, technical capabilities, and representation to government leadership.  Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.  

  • Identifies technology transformation opportunities internally and externally; develops, maintains, oversees relevant metrics, and portfolio of transformation efforts.
  • Collaborates with internal and external peers in providing strategic and technology vision and direction for the enterprise and agencies.
  • Develops and implements best practices for improving agency outsourcing efforts with existing or new services while being responsible for supporting agencies with transformation project appropriations.
  • Directs and participates in agency governance and work groups in support of DIR services and initiatives; partners with DIR innovation academies that include customers and private industry.
  • Makes recommendations to peers and customers for improvements to existing services as future technology capabilities evolve.
  • Assists the Chief Technology Officer in promoting and fulfilling the agency’s statutory requirements, promotes cross-divisional coordination and teamwork among all divisions.
  • Offers consultative guidance to customer agencies for projects, transformation and general technology matters including legacy remediation; represents DIR at business meetings, hearings, trials, legislative sessions, conferences, and board meetings.
  • Performs other work-related duties as assigned.
  • Graduation from an accredited four-year college or university with major course work in computer science, computer engineering, MIS, business administration, or related field.
  • Additional work-related experience may be substituted for education on a year-for-year basis (High-school diploma required.
  • Fifteen years (15) of experience in information resource technology-related positions.
  • Ten years (10) of progressively responsible experience in the implementation and operation of technology .
  • Seven years (7) of experience with outsourced information operations and/or managed services.
  • Five years (5) of experience negotiating and managing major technology contracts for goods and/or services.
  • Five years (5) of experience directing major project implementations.
  • Experience in State of Texas purchasing laws, regulations, and procedures; and experience in IT procurement in Texas.
  • Experience of Texas Information Resource Manager (IRM) role.
  • Experience with local, state and/or federal agencies.
  • Knowledge of DIR Shared Technology Services programs.
  • Knowledge of technology operations environments.
  • Knowledge of technology trends and practices.
  • Knowledge of digital services.
  • Knowledge of standard terms and conditions for technology contracts.
  • Knowledge of technology trends and practices.
  • Knowledge of local, state, and federal laws and regulations relevant to program activities and/or business functions; business and management principles involved in strategic planning, resource allocation, and leadership techniques; and the principles and practices of public administration and management.
  • Skill in establishing plans and setting objectives and goals that support an overall business strategy; decision-making, including assessing risk and using good judgment to inform decisions and recommendations to leadership; and conflict resolution and working quickly and collaboratively to solve problems.
  • Skill to perform competitive and comparative cost analysis.
  • Skill to develop and clearly describe and define complex technology procedures and options.
  • Skill to communicate effectively to individuals and groups; to make effective presentations in formal and informal settings.
