Role Purpose

The Technology for Development (T4D) Advisor will lead the strategic direction, innovation, and technical excellence of Technology for Development (T4D) across Save the Children Cambodia’s programmes. The post holder will design and support high-quality, child-focused, and inclusive digital solutions that enhance programme quality, evidence generation, and impact.

Key Focus Areas Include:

  • Developing and scaling digital platforms and tools such as the Community of Practices Virtual App, Child Atlas, Young Voice AI+, Positive Parenting Chatbot, and Vegetable Disease Diagnostic Chatbot.
  • Advancing data visualization and decision support systems (e.g., Power BI dashboards) to strengthen programme monitoring, accountability, and learning.
  • Providing technical leadership for T4D integration across thematic sectors (Education, Child Protection, FSL, Health, Advocacy, Partnership, Climate Change, SBCC, Child Rights Governance, and MEAL) in alignment with Save the Children’s Digital Programming Principles and Common Approaches.

This role will build the digital capabilities of staff and partners, promote responsible data practices, and lead collaboration with government, private sector, and innovation partners to ensure sustainable, scalable, and ethical digital transformation.

In humanitarian and development contexts, the T4D Advisor will ensure that digital innovations strengthen real-time monitoring, accountability, and adaptive programming for children.

Qualifications And Experience

  • Master’s degree in Information Systems, Computer Science, ICT4D, Data Science, or related field.

Essential:

  • Minimum 7 years’ experience in digital innovation or ICT4D roles, either within INGO, business sector or development sector.
  • Proven track record in developing and deploying digital platforms, dashboards (Power BI, Tableau), or AI/chatbot solutions.
  • Strong understanding of data ethics, responsible innovation, and inclusive design.
  • Experience in managing partnerships with tech companies, government, and research institutions.
  • Excellent written and verbal communication in English and Khmer.
  • Excellent analytical, communication, and facilitation skills, with fluency in English and strong report-writing ability.

Desirable:

  • Experience with humanitarian digital systems (CommCare, Kobo, ODK).
  • Practical experience with data visualization, open data, or geospatial systems (Power BI, Tableau, QGIS, ArcGIS, etc.) and their integration with mobile data collection platforms.
  • Certification or training in Agile, UX/UI, or Human-Centered Design.
  • Proven experience leading or contributing to AI-for-development, machine learning, or natural language processing projects — particularly in areas like predictive analytics, conversational AI, or data-driven decision support systems.
  • Experience working in or with international development, humanitarian, or social innovation organizations (e.g. UN agencies, INGOs, development banks, or research labs).
  • Demonstrated experience with agile product development, human-centred design (HCD), or user research

Contract length: Fixed Duration Contract (FDC).
