General Description And Classification Standards:

This Data Reporting Analyst role involves providing administrative and technical support for the Intake and Issuance aspect of the permitting process, as well as general office operations. Responsibilities include processing permit applications, conducting reviews for accuracy and compliance with regulations, and coordinating inspections. This position requires excellent customer service skills for both internal and external clients, including answering calls and emails, assisting walk-in customers, and facilitating license processing. Additionally, duties involve maintaining records, archiving documents, and ensuring all necessary instructions are available for customers. The role also entails scheduling inspections and coordinating with relevant parties. The ideal candidate should possess knowledge of building codes and regulations, demonstrate proficiency in office software and equipment, and be capable of making sound decisions independently. Effective communication, problem-solving skills, and the ability to collaborate within a team are essential for success in this position.

Supervision Received:

Works under general supervision and report to a manager or Director as needed. May work independently or with other workers with responsibility for completion of assigned tasks.

Essential Duties And Responsibilities:

  • Answer incoming calls and respond to incoming emails from internal and external customers.
  • Schedules inspections and coordinates with inspectors, including assigning inspections to inspectors and scheduling unassigned inspections.
  • Maintains contact spreadsheet for scheduling purposes.
  • Assists and directs internal and external customers, including providing online issuance support, processing alcohol and business licenses, and sending emails to various workstreams for customer assistance.
  • Conducts intake tasks such as receiving various planning applications, conducting interviews with applicants, and reviewing plans and permit applications for accuracy and compliance with regulations.
  • Collaborate with customers to schedule inspections and coordinates permit processes with outside agencies.
  • Maintains computer files and manual logs on all building permits and related documents, and operates office equipment including computers, word processing, spreadsheet, and database applications.
  • Provides guidance and training as required for lower-level staff, interns, temporary employees, etc.
  • Possesses knowledge of the overall permitting process, building codes, ordinances, regulations, laws, and rules.
  • Navigates the internet and has general knowledge of PC use/navigation.
  • Is familiar with construction documents and able to interpret elements for permitting related activities.
  • Demonstrates thorough knowledge of principles and practices of customer service, effectively communicating both orally and in writing, and using independent judgment to make sound decisions in accordance with established procedures and policies.
  • Works collaboratively with team members to resolve customer challenges.
  • Reads and interprets construction plans and documents and uses architectural and engineering scales to determine dimensions and calculate areas and percentages as needed.
  • May perform other duties as assigned.

  • Ability to provide information and to answer questions pertaining to city planning procedures in a tactful and courteous manner to the public. 
  • Ability to gather relevant information to solve practical problems.

Minimum Qualifications:

Education and Experience - Bachelor’s degree in business/public administration, accounting, finance, information technology, statistics, human resources, or a related field (equivalent professional experience may be considered for substitution for the required degree on an exception basis). 

3 years of work experience in creation, reporting, and/or management of data or closely related tasks (not including data entry). Required Skills: SQL, Microsoft Access, Microsoft Excel

Licensures and Certifications - No specific certifications or licensures required. Individual positions may require completion of training in specific reporting languages or software.

Preferred Requirements - Bachelor’s degree as described above, plus 5 years’ data analysis experience. Experience with R, Python, Visual Basic is preferred.

Work Environment:

Required physical, lifting, and sensory capabilities are requirements to perform the job successfully. Typical environmental conditions are associated with the job.

Lifting Requirements:

Sedentary work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Work Schedule:
This position follows the City’s hybrid work schedule policy as assigned by the Department of Human Resources Commissioner and requires in-person work at City worksites/facilities at least four (4) days per week, with the option to work remotely one (1) day per week, based on eligibility, departmental needs, and supervisor approval. The hybrid work schedule is subject to change at any time to five (5) days in-person work.
