Job Description:
The Communications Data Investigation Unit (CDIU) facilitates the lawful acquisition of communications data from telecommunications/postal operators in accordance with the Investigatory Powers Act (IPA) 2016.
The CDIU Intelligence Supervisor supports and professionally develops their team, ensuring that quality assessments of threat, risk, harm, vulnerabilities and opportunities are conducted. They ensure the collection and dissemination of specialist intelligence product, in adherence with the Communications Data Code of Practice, supporting reactive, proactive and/or crime in action incidents. They also oversee the provision of specialist advice and guidance on the appropriate tactical options to support policing priorities.
Key Responsibilities:
• Prioritise and manage specialist CDIU intelligence development according to threat, risk and opportunity, in line with organisational priorities and strategies.
• Manage and motivate a team of CDIU Intelligence Officers offering advice, guidance and support for the development of team members.
• Regularly review individual performance against objectives, ensuring performance indicators are understood, undertaking coaching where appropriate.
• Manage the day-to-day CDIU commissioning process and quality control CDIU intelligence collection products, services and processes.
• Review demand and allocate resource accordingly to ensure operational effectiveness.
• Supervise CDIU intelligence processes to support the effective identification of emerging trends.
• Extract/collate figures, at the direction of the CDIU Intelligence Manager, for inclusion in management reports.
• Develop and maintain an understanding of all legislative requirements relating to CDIU Intelligence, and ensure compliance via documented audit(s).
• Provide advice and guidance on the lawful acquisition of communications data and the covert tactics available to meet operational objectives.
• Prepare and deliver presentations to raise awareness of CDIU products and services.
• Enable, develop and maintain partnerships with internal and external stakeholders, sharing expertise and best practice.
• Regularly liaise with the communications industry to identify new data exploitation opportunities, proactively identifying national trials suitable for West Midlands Police participation.
• Attend meetings with internal and external stakeholders, at the direction of the CDIU Intelligence Manager.
• College of Policing: Communications Data Investigator- Single Point of Contact accreditation to be gained, within 3 to 6 months following appointment.
• Undertake any other duties commensurate with the role.
Knowledge & Experience/Skills:
Essential
• Knowledge and experience of all aspects of the acquisition/disclosure of communications data and the relevant legislation (e.g. Investigatory Powers Act 2016), alternatively PIP/IPP certification held.
• Proven examples/experience of effectively leading a team, demonstrating excellent prioritisation skills where there are competing demands.
• Experience of working in an intelligence/information field.
• Reliable, with high integrity and a strong work ethic.
• Experience of identifying intelligence/information gaps, with demonstrable ability to evidence research skills, and an ability to problem solve.
• Ability to work in a high-pressure environment, whilst providing accuracy and a high level of attention to detail at all times.
• Demonstrate highly effective interpersonal communication skills: including verbal and written. The post holder will be articulate, methodical, conscientious and concise, with the ability to attend strategic and/or tactical meetings/working groups.
• Experience of influencing and negotiating with a variety of stakeholders.
• Quality assurance of intelligence/information products, providing objective and effective feedback, ensuring corrective action is taken where necessary.
• Ability to forward plan, prioritise the allocation of work appropriately within the team, whilst identifying and mitigating risks to service delivery.
• Ability to adapt quickly to changing priorities.
• Ability to build positive relationships with colleagues, internal and external partners.
• Sensitivity to the needs of the diverse communities served by the team.
• Knowledge of the National Decision Model (NDM), the National Intelligence Model (NIM) and the Police Information and Records Management (PIRM) code of practice
Desirable
• Degree level in relevant subject or equivalent qualification or experience within a similar environment.
• Communications Data Investigator – Single Point of Contact Certification held.
• Knowledge of covert policing techniques.
• Knowledge of investigation techniques.
• Evidence of preparing and delivering presentations.
• Awareness of other legislation, policies and procedures (e.g. GDPR, Human Rights Act, CPIA).
Location/Hours:
Shift work between 07:00 hours and 23:00 hours 7 days a week, to include weekends and public holidays. This will attract the appropriate shift/weekend allowances. Location is based in Central Birmingham.
Vetting:
Successful applicants will be required to pass Management Vetting and Security Clearance scrutiny prior to commencing their role, this will include a full background and financial disclosure check(s) as part of the vetting process.
Interviews:
Interviews are likely to take place in November 2025.
Candidates who are successful at the initial application stage will be invited to attend a competency-based interview, part of which requires delivery of a short presentation. The hiring manager appreciates this is a specialist role and invites enquiries to discuss any transferable skills possessed.
