Arlington County’s Department of Environmental Services (DES) is seeking a Transportation Engineer to join the Operations group within the Transportation Engineering and Operations Bureau (TE&O). This position will conduct site evaluations to complete intersection and corridor safety studies, develop concept drawings, and create technical documents to recommend multi-modal transportation measures that enhance safety and access for all users of the roadway network.
Three levels are included in this Multigrade Job Category which are based on relevant Transportation experience. The junior-level (Engineer I) is expected to perform the specific duties listed below with significant guidance from their supervisor. The journey-level (Engineer II) is expected to perform the specific duties listed below with limited guidance from their supervisor. The senior-level (Engineer III) is expected to perform the specific duties listed below completely independently.
Specific Duties Include:
- Conducting safety evaluations (i.e. all-way stop, signal warrant, pedestrian, crash, and speed) to develop short term and longer-term design alternatives for small-scaled transportation enhancements to improve safety, mobility, and access at intersections and along roadway segments;
- Developing design concepts, reviewing plans, and/or providing technical expertise for multimodal safety improvement projects to include, but not limited to pedestrian and bicycle accommodations, transit operations, shared-use mobility devices, and shared curb space usage;
- Drafting and reviewing multimodal CAD design plans (i.e. sign & marking, pedestrian improvement, transit stop improvement, and Maintenance of Transportation), and concept and preliminary design plans to address operational safety concerns at intersections and along street segments;
- Coordinating with other agencies and programs to review design plans and provide technical support on transportation operational, access, and safety matters;
- Performing synchronization/capacity analyses and evaluating data trends to develop concepts for design alternatives to enhance the roadway network;
- Collecting and gathering transportation-related data to address customer concerns about safety, access, and road network operations, and responding to these concerns via written and/or verbal communication;
- Attending civic association or other internal or external stakeholder meetings to represent the Transportation Operations team; and
- Developing, reviewing and/or evaluating policy and procedural guidelines, technical standards, and policies for compliance with national industry standards.
The ideal candidate will have the following:
- Excellent technical writing and verbal communication skills; and
- Proficiency in a variety of software applications such as Microsoft Office Suite, Synchro, and CAD.
Minimum:
Junior Level - Engineer I:
- Bachelor's degree in Civil or Transportation Engineering; and
- Experience using Autodesk Civil3D or similar CAD software.
Journey Level – Engineer Ii:
- Bachelor's degree in Civil or Transportation Engineering; and
- Three (3) years' professional-level engineering experience post Bachelor's in multi-modal transportation design and/or operations safety.
Senior Level – Engineer Iii:
- Bachelor's degree in Civil or Transportation Engineering; and
- Five (5) years' professional-level engineering experience post Bachelor's in multi-modal transportation design and/or operations safety.
Substitution: Experience may not be substituted for the Engineering Degree requirement. A Master's Degree in Civil Engineering or Transportation Engineering may be substituted for one year of Engineering experience.
Desirable: Preference will be given to applicants with one or more of the following:
- Experience developing and reviewing technical policies, guidelines, and/or standards;
- Experience analyzing multimodal transportation operational, access, and safety concerns and documenting findings and recommendations in a technical format;
- Experience managing, designing, or implementing multimodal projects with consideration for roadway, bicycle, pedestrian, and transit accommodation;
- Proficiency in CAD design and review and GIS programming applications; and/or
- Engineer in Training (EIT) Designation or Professional Engineer (PE) Licensure.
Special Requirements

- Drafting and/or reviewing CAD roadway design plans (i.e. signing & marking, pedestrian improvements, transit stop improvements, and maintenance of transportation;
- Conducting safety studies, performing synchronization/capacity analyses and developing design alternatives; and
- Managing, designing, or implementing multi-modal transportation projects (roadway, bicycle, pedestrian, and transit).
The following licensure, certifications, or trainings may be required based on assignment for Engineer II and Engineer III Levels:
- Arlington County Project Officer + VDOT Advanced Work Zone Traffic Control; and
- 40 hours FHWA, VDOT, NACTO, ITE or UVA - TTA approved training.
Background Check: A pre-employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You will be required to sign a release authorizing the County to obtain your background information.
Driver's License: The applicant must possess, or obtain by time of appointment, a valid driver's license. The applicant must authorize Arlington County to obtain or provide a copy of their official driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
Additional Information
Work Hours: 8:00 a.m. to 5:00 p.m., Monday through Friday. Flexible schedule and telework work options available. Occasional evening or weekend work may be required depending on community meetings, engagements, or emergency communications response.
Employees that are registered as a Professional Engineer will be eligible for a pay premium of $2,600 annually.
The official job title is Engineer. Candidates will be hired at Engineer levels I, II, or III depending upon their ability to achieve the minimum qualifications experience and certification requirements. Salary ranges for each level are as follows:
- Engineer I: $80,724.80 - $125,112.00 Annually
- Engineer II: $84,760.00 - $131,372.80 Annually
- Engineer III: $93,496.00 - $144,892.80 Annually
