The Behavioral Healthcare Division (BHD) in the Department of Human Services (DHS) has an opportunity in the Client Services Entry Bureau for an experienced Mental Health professional to provide clinical and administrative supervision to the Intake and Discharge Planning Team. This Team of nine (9) mental health professionals serve as the central point of service entry and is operating the Same Day Access model (SDA). The Intake and Discharge Planning Supervisor will recommend and implement clinical and operational enhancements, policies, and procedures for four program areas served by the team. These include: Intake and Assessment Services, Client Engagement Services, Hospital Discharge Planning Services, and Not Guilty by Reason of Insanity (NGRI). The position involves significant collaboration with the BHD, the Department of Behavioral Health and Developmental Services (DBHDS), and with the Regional Aftercare group.

Specific Duties Include:

  • Developing procedures and service protocols to enhance service delivery; 
  • Supervising clinicians, ensuring documentation compliance and service capture expectations are met; 
  • Facilitating the smooth transfer of clients to the mental health and substance use treatment programs;
  • Collaborating with outpatient supervisors to ensure clinician schedules and client flow are in line with the goals of SDA;
  • Planning, directing, and evaluating the implementation of programs, services, policies and procedures to ensure that standards of care and licensing requirements are maintained; 
  • Selecting and training staff; and monitoring and evaluating employee performance; 
  • Establishing and managing contracts and invoicing for services provided to individuals leaving the state hospital with state Discharge Assistance Program (DAP) funds; 
  • Coordinating and collaborating with DBHDS and the Regional Aftercare group to review discharge plans, services, and funding; and
  • Participating in departmental and community-wide committees or task forces. 

The ideal candidate will have leadership and management skills to provide clinical direction to staff including in times of change; strong oral and written communication to move forward complex initiatives and communicate confidential information; knowledge and application of best practices; and the ability to multi-task while making sound clinical and business decisions

Minimum:

  • Master's degree from an accredited college or university in a clinical field such as Counseling, Psychiatric Social Work, Psychology, Art Therapy, or other directly related clinical field
  • Significant and considerable experience providing clinical therapy and other mental health services, which included the application of diagnostic and treatment services.    

Licenses/Certifications: Possession of professional licensure (LPC, LCP, LMFT, LCSW) from the appropriate board of the Virginia Department of Health Professions, appropriate to the employee's discipline, is required upon hire or within 90 days of hire. Virginia licensure as a Clinical Psychologist may be acceptable licensure, based on area of assignment.
 

Desirables: Preference may be given to candidates with experience in one or more of the following: 

  • Providing clinical supervision/service coordination and administration to mental health and/or substance abuse clinicians; 
  • Contract management; 
  • Program or project analysis, planning, and evaluation; 
  • Assessing emergent needs or crisis situations; and/or
  • Managing organizational change and transition. 

Special Requirements

Applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. If the applicant possesses or acquires a license, the applicant must provide or authorize Arlington County to obtain a copy of the applicant's official state/district driving record. Any offer of employment may be contingent on a favorable review of the applicant's driving record. 

A pre-hire background check will be made on all candidates who are selected for employment. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. Applicants may be required to sign a release authorizing the County to obtain your background information. 

A State of Virginia Central Registry check will be required upon hire. 

Employment restrictions: To ensure that dual relationships are avoided and that employees who are also clients do not relate to their service provider as co-professionals, employees will not be hired by the County to provide or support services to the team or program in which they are current clients:
  

  • You cannot concurrently receive behavioral health services from Arlington County Community Service Board (CSB) programs while employed in an Arlington County CSB program (exception Crisis Intervention services).
  • At least 24 months must have passed between receipt of CSB services from Arlington County and employment in an Arlington County CSB program.

Additional Information

Work Hours: 8:30 a.m. to 5:00 p.m., Monday through Friday. Some evening or weekend work may be required including after- hours telephone coverage to support other Client Services Entry programs as needed.
