Job Title: Senior Program Manager and Data Practice Lead
Location: Hybrid/Remote
Citizenship: U.S. Citizen
- Security Clearance: Must have an Active USCIS security clearance.
Salary Range: US market data minimum $165,000.00 - $250,000.00 maximum wage range. You will receive a competitive total rewards package that is applicable to the U.S. only. The salary range may vary based on experience, skillset, and geographical location.
AttainX, Inc. is in search of a highly energetic and experienced Senior Program Manager and Data Practice Lead to manage a large team to execute our client’s data strategy and operate support services. In this role, you will have the opportunity to work side-by-side with the chief data office of a large federal client to: 1) strengthen their data management practices, 2) support the development of a data culture, 3) use data to generate evidence in support of program and policy design and evaluation, and 4) analyze and recommend methods to streamline processes. Qualifications And Education Requirements:
Basic Qualifications:
- A minimum of 20 years of Program and Project Management experience, with recent 10+ years of professional experience managing data related projects.
- PMP, PgMP, or equivalent program management certification required.
- Bachelor’s degree in Computer Science, Information Systems, Business Management or a related field.
- 10+ year of proven experience as a Program Manager leading large teams focused on data management, data analytics, or business intelligence initiatives aligned to an enterprise.
- Must have evidence of exceptional CPAR ratings with prior federal Government programs.
- Experience and expertise in data management and standardization across large organizations.
- Familiarity with enterprise data architectures, analytics platforms, and reporting tools.
- Understanding artificial intelligence (AI), machine learning, and advanced analytics applications.
- Must have Python, Java, Oracle, Microsoft Access, SharePoint background and experience.
- Experience leading cross-functional teams and managing complex, multi-stakeholder projects.
- Ability to translate business needs into technical solutions and align data initiatives with organizational goals.
- Must have previous experience in a technical role relevant to the program and capable of making hands-on contributions.
- Excellent listening, communication and executive presentation skills with the ability to engage with C-suite, federal stakeholders, and technical teams.
- Demonstrated experience leading large teams to delivery complex technical solutions.
- Experience with drafting and leading Analysis of Alternative (AoA) documents.
- Self-starter, highly motivated individual who adapts to a dynamic work environment.
- Must have attention to detail with an ability to operate effectively across multiple priorities.
- Ability to work in a fast-paced, dynamic environment and adapt to changing priorities.
- Must be a U.S. Citizen and have an Active USCIS security clearance.

Preferred Qualifications:
- Preferably have USCIS background and client experience.
- Experience developing and executing a data strategy in a large organization.
- Familiarity with zero trust security model and supporting activities to classify and tag data.
- Agile certifications such as CSM and CSPO preferred.
- Knowledge of federal data policies, compliance requirements, and governance frameworks (e.g., FISMA, OMB M-19-18, Federal Data Strategy).
Duties:
- Serve as the primary contact for the client’s chief data office, understanding their needs and ensuring the delivery of solutions.
- Lead and manage multiple teams and team leads responsible for executing data strategy.
- Provide mentorship and coaching to team leaders.
- Manage day-to-day activities of the team. Inspire and motivate team members to achieve program goals.
- Organize, direct, and coordinate planning and execution of all activities, review the work of subordinates, including subcontractors, and ensure that the schedule, performance parameters, and reporting responsibilities are met.
- Foster collaboration across program offices, directorates, IT teams, and stakeholders to strengthen a culture of data-driven decision-making.
- Build technical systems and processes that meet teams where they are while simultaneously providing a foundation for future opportunities.
- Monitor program performance, identify risks, and implement solutions to drive continuous improvement.
