Job Description

The Vice President of Enterprise Regulatory Compliance is a critical leadership role that oversees the second-line regulatory compliance function. This role leads the strategic implementation and oversight of the compliance management system, ensuring adherence to international, federal, and state regulatory requirements. Additionally, this role fosters a culture of ethical conduct and serves as a key advisor to executive leadership on emerging regulatory risks. This role is critical to maintaining the credit union's reputation, operational integrity, and regulatory standing. They will lead the Enterprise Compliance Committee alongside the Senior Vice President of Legal, providing enterprise-wide regulatory interpretation, policy development, and compliance training. The role acts as the designated Enterprise Compliance Officer and is responsible for ensuring the credit union, affiliates, volunteers, and employees understand and abide by regulatory and internal policies. This position requires mastery of varied regulations, strong leadership capabilities, and a strategic mindset to mitigate risk, influence organizational compliance culture, and partner effectively with senior leadership, the Board, and operational teams.

Essential Functions

  • Compliance Strategic Oversight: Develop and maintain a long-term compliance roadmap that supports the credit union's growth, innovation, and risk management goals. Align compliance objectives with overall credit union and Risk Division strategy, risk appetite, and regulatory expectations. Monitor emerging laws, regulations, and enforcement trends across jurisdictions (e. g. , NCUA, CFPB, Agencies). Anticipate regulatory shifts and proactively adjust compliance posture to mitigate future risks. Provide regular briefings to the Board of Directors and executive committees on compliance risks, program effectiveness, and regulatory developments. Ensure compliance governance structures (e. g. , committees, reporting lines, escalation protocols) are robust and effective. Develop, review, and maintain compliance policies and procedures. Ensure timely and effective corrective actions and compliance training programs. Embed compliance into business processes, product development, and member experience through collaboration with Legal, Risk, Audit, and Operations. Benchmark program maturity against industry standards and regulatory expectations (e. g. , FFIEC frameworks).
  • Compliance Projects & Program Management: Oversee the design and continuous improvement of the enterprise compliance program, including policies, controls, monitoring, and testing. Lead cross-functional compliance projects such as regulatory remediation, system upgrades, or policy rollouts. Develop and manage ongoing compliance monitoring and testing frameworks to assess program effectiveness. Identify gaps, recommend corrective actions, and track remediation progress. Lead the development and implementation of the enterprise compliance management system and all related GRC application modules. Oversee collaboration with first-line compliance functions and lead the Enterprise Compliance Committee. Serve as the Enterprise Compliance officer and be a liaison between compliance and business units to ensure alignment and buy-in. Facilitate training and communication plans to support program adoption and awareness. Oversee compliance reviews of marketing materials and campaigns to ensure adherence to regulatory standards and fair advertising practices. Oversee the coordination with Legal on investigation and resolution of member complaints, identifying trends and root causes to inform compliance enhancements and improve member experience.
  • Departmental Management & Leadership: Assess and allocate resources (budget, technology, personnel) to support strategic compliance priorities. Build and retain a high-performing compliance team with the skills to navigate complex regulatory environments. Manage departmental budget, ensuring optimal allocation of resources to meet strategic and operational needs. Advocate for technology, training, and staffing investments that enhance compliance capabilities. Provide clarification / direction on work assignments. Provide direct reports coaching / mentoring / leadership development opportunities towards achieving development goals. Support staff in their daily duties as needed. Lead and develop employees in an effort to meet their career aspirations, contributing to the achievement of department objectives. Handle supervisory duties such as approving time off, performance reviews, and disciplinary actions. Foster a culture of integrity, transparency, and collaboration within the compliance team and across the enterprise.
  • Bank Secrecy Act: Remains cognizant of and adheres to Ent policies and procedures, and regulations pertaining to the Bank Secrecy Act.

Qualifications

Minimum Formal Qualifications for this Position

  • Bachelor's Degree in Business, Business Administration, Risk Management, Finance, Accounting, or Juris Doctor.
  • 12+ years' financial institution experience in the areas of Operations, Lending, or Regulatory Compliance or as a practicing attorney to include: Required
  • 8+ years' relevant experience in Compliance. Required
  • 6+ years' relevant experience supporting financial services practices. Required
  • 6+ years' Financial institution experience with Regulatory Compliance in a heightened expectations regulatory environment (10+ billion asset size). Required

Technical Or Specialized Knowledge/Skills:

  • Pragmatism: Ability to scale compliance programs according to enterprise risk and size.
  • Results-oriented with strong project management skills.
  • Expertise in analyzing large datasets to support decision-making and regulatory reporting.
  • Exceptional interpersonal skills with ability to build strong relationships across all organizational levels and with regulators.
  • Effective communicator capable of translating complex regulatory language into actionable guidance.
  • Comprehensive understanding of credit union operations, products, and applicable laws including BSA and USA PATRIOT Act.
  • Commitment to fostering a high-performing compliance culture driving continuous improvement.
  • Mastery in technical writing and policy development.
  • Proficient reviewing legal documents and providing actionable recommendations.
  • Strong organizational skills and exceptional attention to detail.

Certifications Required:

  • At least one certification such as: NAFCU Certified Compliance Officer (NCCO), or other specialized banking compliance certification authorized by Leadership. within 1 Year required

Additional Information

The pay range for this position is: $242,988 to $268,566 per Year (S22)

Final compensation for this position will be determined by various factors such as relevant work experience, specific skills and competencies, education, certifications, and internal pay equity.

This position is eligible for our corporate bonus program based on company performance.
