Genomics England partners with the NHS to provide whole genome sequencing diagnostics. We also equip researchers to find the causes of disease and develop new treatments – with patients and participants at the heart of it all.

Job Purpose

Genomics England’s newly formed Portfolio Management Office aims to provide high quality support and resources to our most critical deliveries while ensuring progress is transparent to our leadership team to enable timely, risk informed decision making across the organisation.

This role will manage internal and external programme assurance for our largest and most critical programmes of work, ensuring business cases are produced in accordance with the government’s Green Book guidance, and providing expertise and support to our programme teams so they can fulfil their assurance requirements.  

Job Description

  • Production, management and monitoring of Programme Business Cases in accordance with the Five Case Model, acting as the central co-ordination point for contributing teams.
  • Gather requirements for the business cases, working closely with delivery teams, finance, and procurement colleagues. Provide appropriate assurance and challenge to the business/service and ensuring commercial and legal advice/support has been obtained
  • Develop realistic plans and timelines to deliver business cases ahead of deadlines, providing guidance, education, and active support to Senior Responsible Owners (SROs) and delivery teams through the full end-to-end process.
  • Manage relationships with approving boards, including DHSC IC, and DHSC Major Projects Team for Programme level business cases.
  • Create and own Genomics England’s Integrated Assurance and Approvals Plan (IAAP), working with teams across Genomics England to gather input for their programmes, and working with the Planning Lead to align the IAAP with the company plan.
  • Mange the internal assurance process, keeping guidance up to date and advising programme team. Aligning internal and external programme level assurance processes to reduce overhead on teams so they can focus on producing high quality assurance documentation.
  • Promoting the importance of business cases and upskilling the Delivery Chapter in business case writing.
  • Be an active member of the Delivery Chapter, attending Chapter meetings and working with other Delivery professionals in the organisation to define and disseminate best practice.

Qualifications

Essential experience we are looking for:

  • Hands on experience writing and managing business cases using the five-case model.
  • Experience managing internal and external Programme Assurance for major programmes in government funded context.

Desirable experience and training we are looking for:

  • UK government “Better Business Cases” training.
  • Experience in a health/life sciences/research context.

Blended Working Model

Genomics England operates a blended working model as we know our people appreciate the flexibility that hybrid working can bring. We expect most people to come into the office a minimum of 2 times each month. However, this will vary according to role and will be agreed with your team leader. There is no expectation that people will return to the office full time unless they want to, however, some of our roles require full time on site attendance e.g., lab teams, reception team. 

Our teams and squads have, and will continue to reflect on what works best for them to work together successfully and have the freedom to design working patterns to suit, beyond the minimum. Our office locations are: Canary Wharf, Cambridge and Leeds.
